Description
East West Rail is an ambitious project that involves bringing back into use a section of railway that was closed to passengers in the 1960s, refurbishing existing railway lines between Oxford and Bedford, as well as building brand new railway infrastructure between Bedford and Cambridge. East West Railway Company (EWR Co) was set up as an innovative new way to deliver this project with a customer focus and excellent value-for-money.
Total Quantity or Scope
EWR Co intends to procure suitably experienced organisation(s), with the experience, capacity and capability of successfully designing and building a new railway network across a live railway environment (online) and greenfield site (offline) with extensive interfaces and stakeholders. Successful bidder(s) will be required to deliver within budget and programme; this will include the design, construction, testing, commissioning and handover into service in addition to associated works and services. EWR Co is interested in exploring innovative methods of working and adopting a systems approach to infrastructure (enterprise architecture). Interested suppliers from industries outside of infrastructure delivery are encouraged to engage and respond to this PIN and supplier questionnaire. The refined estimated dates will be provided at the Invitation To Tender (ITT) stage. Note2: Additional information from Section II.2.4 - Critical elements of scope are likely to include but are not limited to design and construction of: Temporary works including multiple site compounds with the associated security, access, car parking and logistic requirements. Station upgrades, including extensively remodelled stations and rail depots. Line of route works with significant earthworks, hard landscaping, retaining walls, roads (surfacing), over bridges and under bridges, utilities and 9km of viaducts. In addition to civil requirements, the scope is likely to include services, for instance, archaeology, surveys, ground investigation and traffic management. The project requires the integration of systems to run a fully operational railway with the key elements of railway systems likely to include but not be limited to: Permanent way, signalling, overhead lines, electrification, rolling stock, system timetabling, stations systems, data and telecommunication systems, and customer integration systems.
