Description

The City of London Corporation (the 'City') is looking to tender for the provision of a commercial off the shelf (COTS) Highways Management System software as a service (SaaS). The duration of the contract is 48 months, subject to the right of the City (at its sole discretion) to exercise its right to extend the Contract by up to 48 further months on a year by year basis. The maximum length of the contract is therefore 96 months.

Total Quantity or Scope

The City is looking for a solution as a fully managed and hosted service (SaaS) to provide a database of records for the City's highway assets, an asset management system, and to assist in carrying out our statutory and non-statutory functions including the coordination and management of activities and works on the City's maintained highway such as permitting and licensing where: •A permit is a means of requesting space to carry out work on the highway either as a statutory undertaker or as a highway authority. •A licence is required for the purpose of (i) carrying out activities on (but not excavation of) the highway (e.g. scaffolding, crane operations, temporary traffic management such as temporary traffic lights); or (ii) excavation of the highway by a person/organisation that is not a utility. The system must integrate with the existing street lighting management system, the DfT Street Manager system and be usable by our on-street maintenance contractor.

Renewal Options

The duration of the contract is 48 months, subject to the right of the City (at its sole discretion) to exercise its right to extend the Contract by up to 48 further months on a year by year basis. The maximum length of the contract is therefore 96 months.

The contracting authority will not be held accountable for any errors made by an organisation in submitting their applicable Qualification Envelopes and Invitation to Tender (ITT) questionnaires. The contracting authority reserves the right at any time to vary the timescales in this notice, cease the procurement process and not award the agreement or to award only part of the opportunity described in this notice. If the contracting authority takes up any of these rights then it will not be responsible for, or pay the expenses or losses, which may be incurred by any candidate or tenderer as a result. Economic operators are solely responsible for their costs and expenses incurred in connection with the preparation of their tender submissions and all stages throughout the procurement. Under no circumstances will the contracting authority be liable for costs or expense borne by the economic operators.
