Description
The Council are seeking to appoint a lead Principal (CDM 2015) Design and Build Contractor to provide all necessary Design and Engineering, Labour, Equipment, Plant and Materials to undertake all works associated with the delivery of the Carlisle Southern Link Road (CSLR). The CSLR will connect Junction 42 of the M6 with the A595 and will connect with Carlisle Northern Development route from the A595 to Junction 44 of the M6. The CSLR is an 8 km road (60 mph) which will include four new roundabouts, five cycle bridges and four road bridges and a cycle path along the northern side along its full length. Two of the bridges will cross Network Rail assets (West Coast Main Line and Cumbrian Coast Line) with one of these bridges also crossing the River Caldew. This opportunity is split into two stages. The estimated value of the Stage 1 contract is GBP 2 000 000 to GBP 4 000 000. There is no guarantee that the contractor will be appointed to deliver stage two.
Total Quantity or Scope
This opportunity relates to a 2 Stage Design and Build Contract. Stage 1 detailed design (including all Regulatory approvals) will be contracted under an NEC4 June 17 (amend Jan 19) ECC Option C – Target Contract with Activity Schedule as amended by additional option clauses including the Council ‘Z’ clauses. Stage 2 build/construction phase contract will be awarded (at the sole discretion of the Council following assessment of the Stage 1 deliverables) under an NEC4 June 17 (amend Jan 19) ECC Option C (Target Contract with Activity Schedule Contract) as amended by additional option clauses including. the Council ‘Z’ clauses. Secondary option clauses to be finalised before release of the Invitation to Tender. There is no guarantee that the contractor will be appointed to the stage two contract. If the preferred bidder is a consortium the Council will require that it forms an incorporated body (SPV) to enter into the contract and that all consortium members (and any other entity that they place reliance upon) enter into a guarantee in the form appended to the draft contract.
