Description
The National Tutoring Programme aims to deliver high quality tutoring services to English Schools in the support of disadvantaged pupils.
Total Quantity or Scope
The National Tutoring Programme (NTP) is a key part of the Government’s Covid-19 catch-up response, supporting schools to respond to the challenges of closures and disruption to education caused by the pandemic. It also aims to ensure tutoring is a regular part of schools' offering in the future, particularly for more disadvantaged pupils. Working with the successful Supplier, DFE’s objectives are to: 1) Provide additional, targeted tuition support to disadvantaged pupils who have been hardest hit by school closures. We know the cumulative impact of school disruptions and closures will need to continue to be addressed into next academic year as a matter of urgency and into future academic years. High quality tuition will support pupils to catch-up on missed learning, with a longer-term view to improving their academic outcomes and closing the attainment gap with their peers. 2) Drive value from Pupil Premium (PP) by incentivising schools to use their PP spend towards high-quality tutoring. 3) Reach annual targets for the proportion of overall tuition delivered to pupils eligible for PP. 4) Support closing of the attainment gap for disadvantaged pupils in the longer-term and stimulate a well-functioning and sustainable tutoring market by creating a national supply of quality assured tutoring provision for schools to draw down on in future years. The Supplier will support a strengthening of the tuition market so that schools are well-informed about availability and impact of tuition and providers are driven to improve quality and impact.

Building on Year 1, NTP Phase 2 will establish an education sector prime supplier to manage the totality of the NTP services driving both quality and value from the end-to-end service. The supplier will ensure the high quality of tuition and the realisation of ambitious targets for both pupil reach, and attainment catch up. To do this, the Supplier will establish a panel of tuition providers, and associated tutors, to deliver targeted tutoring services offered to all disadvantaged pupils, based on pupil premium, from 5–16-year-olds. The Supplier will also recruit and provide Academic Mentors to the most disadvantaged Schools, as set out in the eligibility criteria. NTP Phase 2 service delivery is expected from Sept 2021.
