Legal Justification

The requirements of this contract can only be effectively provided by Hall Aitken following their successful completion of stage 1 of the project and associated extensive acquired knowledge. Following confirmation of a successful stage 2 funding bid the project requires us to establish a baseline measure within three months to comply with funding terms. As such these timescales do not facilitate the advertising of a tender opportunity whilst complying with the project programme defined by external funders.
