Description

Oxfordshire County Council invites Applicants to tender to join an Approved Provider List (APL) to support the provision of School Holiday Activities and Healthy Food Services (HAF) across Oxfordshire for 2021 and (subject to funding) 2022. The Department for Education is providing funding to local authorities to coordinate a programme that provides healthy food and enriching activities to disadvantaged children during the Easter, Summer and Christmas Holidays during 2021 and potentially the same periods in 2022, subject to funding. All children in Oxfordshire who receive benefits related Free School Meals will be eligible to attend a holiday programme. Oxfordshire County Council are looking to engage with a wide network of community-based organisations, including existing holiday care providers, schools, childminders, sports coaching, creative and performing arts providers and many others. Our vision is that the Oxfordshire Holiday Activity and Food Programme will provide high quality opportunities for children, young people, carers/parents that enable all who attend to have good experiences that offer enriched, social engagement, with food. In addition to delivering these experiences, providers are expected to ensure that families can receive advice, guidance and support over the holiday periods of Summer, Easter and Christmas as well as 2022. Activities must last for a minimum of 4 hours per day, for at least 4 days a week, and for 4 weeks in the summer. For the Christmas period there must be a minimum of 4 hours per day, for at least 4 days a week. Healthy meals must also be provided We want to commission a rich and diverse programme of activities delivered by organisations form the private, voluntary and public sector that respond to local need draws in the wider community and is delivered in a variety of ways. The Council is seeking to secure a skilled, flexible set of Service Providers it can use as necessary. Acceptance onto the APL does not guarantee business to any approved Service Provider. There are five geographical location ‘Lots’ being Cherwell District (North Oxfordshire), South Oxfordshire District, Vale of White Horse District, Oxford District (City) and West Oxfordshire District

1 1 – Cherwell District (North Oxfordshire)

To support the provision of School Holiday Activities and Healthy Food Services (HAF) in Lot 1 – Cherwell District (North Oxfordshire) Additional information: The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such the full regime set out in the regulations will not apply to the award of the framework contracts. Consequently, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment. For the avoidance of doubt this means that the Commissioners have not adopted the open procedure (as such term is defined in the regulations) for the undertaking of this procurement process. 2 South Oxfordshire District

To support the provision of School Holiday Activities and Healthy Food Services (HAF) in Lot 2 – South Oxfordshire District. Additional information: The subject matter of this procurement process relates to the delivery of services which are listed to in Schedule 3 to the regulations. As such the full regime set out in the regulations will not apply to the award of the framework contracts. Consequently, the procurement process adopted by the Commissioners has been developed in accordance with Regulation 76 of the regulations and in particular in accordance with the fundamental public procurement principles of transparency and equal treatment. 3 Vale of White Horse District
