Description

Hertfordshire County Council (the "Council") is carrying out Pre-Procurement Market Engagement ("PPME") for options for service contracts for Hertfordshire’s Residual Local Authority Collected Waste (LACW).The Council is seeking input from the market as to what might be the most attractive way of packaging and scoping any future opportunity for contracts for the treatment and/or disposal of Hertfordshire’s residual LACW. This input will help inform any resultant procurement process.This market consultation exercise will also provide an opportunity for the Council to obtain insight into how the market would prefer to approach delivery of services for Hertfordshire, provide an indication of the likely level of interest in any future tender opportunity that may arise.The Council will consider the feedback received to help inform the Council’s options and further decision making. For the avoidance of doubt, this stage of the project is not part of a formal procurement process and the Council is not committing, at this stage, to carrying out such a process. Participation or non-participation in the PPME shall not prevent any supplier participating in a potential future procurement, nor is it intended that any information supplied as part of the PPME shall place any supplier at an advantage in a potential procurement process. Participation in the PPME will be at each organisation’s own cost. No expense in responding to this PPME will be reimbursed by the Council.

Total Quantity or Scope

The Council is conducting market consultations in its capacity as the Waste Disposal Authority ("WDA") for Hertfordshire and to inform any future procurement process for the disposal and/or treatment of residual Local Authority Collected Waste ("LACW").Contracts for the treatment/disposal of residual local authority collected waste are in place up until March 2023, with a potential one year extension to 2024. Interested organisations should be aware that this market consultation exercise is not a call for competition nor part of a formal procurement process. The Council is genuinely interested in engaging with the market with a view to gain an understanding of the options available, and potential limitations, as they prepare for a future procurement.Participation or non-participation in the pre-procurement market consultation exercise shall not prevent any service provider participating in any future procurement nor is it intended that any information supplied as part of the pre-procurement market consultation process shall place any service provider at an advantage in any forthcoming procurement process.Interested organisations are referred to section VI.3 below for additional information about the market consultation exercise and how to obtain the necessary documents to allow you to participate.
