Description

The University of Edinburgh requires consultancy services for supporting an international higher education partnership in China.

Total Quantity or Scope

The University of Edinburgh seeks to further mature a partnership with a consortium of high-profile Chinese entities. The partnership intends to develop and deliver a ‘Health research, innovation and education programme’. The university is now tendering to create a framework agreement to provide consultancy services from suitably qualified and experienced management consultancies to assist with phase 2 and possibly into phase 3 of the programme, to deliver the following objectives: — support the management and implementation of the programme, — monitor the progression of project plans and deliverables across the partnership to ensure achievement of mutually agreed objectives on-time and within budget, — demonstrate that the partnership delivers value for money, — advise on the balance of risk in the programme – strategic and delivery.

Renewal Options

The University would like to have the potential to use this framework agreement to purchase additional consultancy services if other projects within the University have projects of comparable scope and require a similar skill set to the current programme. With regard to estimated spend, UoE estimates the maximum spend for phase 2 and 3 of the current programme on this framework agreement would be a maximum of GBP 3 600 000. An additional allowance of GBP 1 400 000 has been added to allow for potential spend on other similar or associated projects and is much more speculative.
