Description
The Marine Systems Support Output Business Unit (MSS), within the Defence Equipment and Support organisation (DE&S) which is part of the UK Ministry of Defence (“the Authority”)), intends to place a contract for: Support of MTU Future Diesel Gensets The contract scope will cover Post Design Services, Repairs & Overhaul, and Spares Supply from 1st January 2022 through to December 2027. It is considered that this requirement can be placed using the Negotiated Procedure without Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(i) (absence of suitable tenders) of the Defence and Security Public Contracts Regulations 2011. MTU are the Original Equipment Manufacturer (OEM) for the equipment and have an in-depth knowledge of the design, production processes, overhaul specifications, manuals and associated repair test schedules. Access to this OEM knowledge and supply base has not been attainable via an alternative supplier.
Total Quantity or Scope
The Contract is for support of equipment specific to the T23, MCMV, T26, T45 and A & V Class platforms. Having attempted to place two tenders via the competitive/negotiated procedure for this requirement, the Authority has not attracted any viable interest other than that of the OEM who have submitted a tender which requires negotiation in order to meet affordability requirements. Additional information: This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that the Authority has decided to negotiate a contract with the named supplier on a single source basis and is published for reasons of transparency. Legal Justification
The Marine Systems Support Output Business Unit (MSS), within the Defence Equipment and Support organisation (DE&S) which is part of the UK Ministry of Defence (“the Authority”), intends to place a contract for: Support of MTU Future Diesel Gensets. The contract scope will cover Maintenance, Spares, Repair, Overhaul and Test (MSRO&T); and technical support”. The contract scope will cover Post Design Services, Repairs & Overhaul, and Spares Supply with MTU for a period from 1st January 2022 to December 2027. It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(i) of the Defence and Security Public Contracts Regulations 2011) for absence of suitable tenderers.
