Cardiff Capital Region (CCR) is seeking to: 1. procure a single concessionaire for the supply, installation, operation and maintenance of 7kW and 22kW EV chargepoints at key off street and on street public parking locations across CCR pursuant to the terms of a discrete concession agreement (the “Concession Agreement”); and 2. separate to the Concession Agreement, establish an “All Wales” multi party framework under which CCR, Transport for Wales, Welsh Government and the unitary authorities in Wales as described here https://law.gov.wales/constitution-government/government-in-wales/local-gov/loca... can appoint a concessionaire for the supply, installation, operation and maintenance of 7kW and 22kW EV chargepoints at various locations across Wales (the “All Wales EV Chargepoint Framework Agreement”).

Total Quantity or Scope

procure a single concessionaire for the supply, installation, operation and maintenance of 7kW and 22kW EV chargepoints at key off street and on street public parking locations across CCR pursuant to the terms of a discrete concession agreement (the “Concession Agreement”). The Concession Agreement will be for a period of 5 years with an option to extend by a further period of five years or succession of periods of not exceeding in total five years. Engagement from the market has indicated that this duration is appropriate as it will take up to ten years to recoup the investment required to achieve the specific contractual objectives. This includes the initial investment, the investment made during the life of the Concession Agreement and to see the full return on that investment. The Concession Agreement will initially be for a minimum of 159 dual chargepoints, one per site up to a maximum of 385 (Phase 1). However, CCR has the option (at its absolute discretion) to require further phases of development allowing it to drawn down a maximum of 645 chargepoints across a number of sites throughout the first 3 years of the Concession Agreement. The Phase 1 Sites have been chosen based on engagement with Council Officers from the CCR and the feasibility of the available power supply has been undertaken with Western Power Distribution (“WPD”). Locations: 22 hubs 137 on street or carparks, please see the tender documentation for more detail on the locations. The hubs will require 7kW dual EV chargepoints and the remaining 137 sites will require 22kW dual EV chargepoints. The Concessionaire will be required to operate and maintain the installed chargers, including but not limited to warranty and maintenance support (graffiti, vandalism, abuse, accidents, theft, repair & upgrade), at its own cost and risk for the remainder of the term. The chargepoints must not incur any additional on-going cost to CCR. The installation, operation, future upgrades and maintenance of the chargepoints and all hardware, software, metering & electricity supply, back office, payment, communication (including SIM fees), and call handling systems will be taken on by the successful concessionaire at its own cost and risk without payment from CCR. Increase in connection costs are at the risk of CCR. The Concession Agreement Turnover value for 645 chargepoints over 10 years is an estimated minimum of 7,540,834 GBP and a maximum of 10,187,244 GBP; and 2. … The framework agreement turnover estimate value for 3,000 chargepoints is 14,964,152 GBP. The estimated number of sites with one dual chargepoint at each site is currently: Wrexham 5 Swansea 44 Pembrokeshire 23 Newport CC 10 Gwynedd 92 Carmarthenshire 15 Cardiff 50 TfW Railway Station 350 Powys 50 Denbeighshire 12 Cardigan 12 Other 150 It is the intention to install more than one chargepoint at each location. There is no obligation on any of the authorities to place any concession agreements under the All Wales EV Chargepoint Framework Agreement whatsoever.

** PREVIEW NOTICE, please check Find a Tender for full details. ** CCR reserves the ability to amend locations and add additional sites and charger points (Concession Areas), for the term of the Concession Agreement in Phase 1 and any later Phases. CCR are offering the market an opportunity to invest in chargepoints. CCR are providing the market with the minimum and maximum number of chargepoints they require for Phase 1. Minimum and maximum chargepoints will be identified for subsequent phases up to the maximum of 645. The market has the opportunity to invest over and above the minimum requirement per site, up to the maximum requirement per site with CCR paying the one WPD connection cost at each location. The total number of chargepoints delivered at each phase will be added to the Concession Agreement. It is the intention of CCR to enter into a Concession agreement with one contractor across the ten (10) Local Authorities namely the Cardiff Capital Region: Blaenau Gwent County Borough Council Bridgend County Borough Council Caerphilly County Borough Council Cardiff Council Merthyr Tydfil County Borough Monmouthshire County Council Newport City Council Rhondda Cynon Taf County Borough Council Torfaen County Borough Council Vale of Glamorgan Council CCR has been awarded funding by the Welsh Government to pay for the WPD connection costs and the cost of the supply and installation of the initial 159 dual chargepoints only. CCR seeks an income via this Concession Agreement. Income from the use of the chargepoints will be shared between the concessionaire and CCR by way of a profit sharing mechanism. Further details are in the tender documentation. All Wales EV Chargepoint Concession Framework CCR wish to establish and host an All Wales EV Chargepoint Framework Arrangement, being a separate concession framework agreement under this contract notice for the provision, installation, operation and maintenance of 7kW and 22kW EV chargepoints across sites in Wales Cardiff Council is carrying out the procurement of the All Wales EV Chargepoint Framework Agreement on behalf of CCR as the accountable body and the authorities identified in this notice. The All Wales EV Chargepoint Framework Agreement will run for 4 years. Concession agreements can be placed under the All Wales EV Chargepoint Framework Agreement by way of a direct award or mini competition. Further details of any variables in a mini competition are set out in the All Wales EV Chargepoint Framework Agreement Specification. In the event of a mini competition, the procuring authority can at its sole discretion determine whether to pay the WPD connection costs. In the event of a direct award, the procuring authority will pay the WPD connection costs and increase in connection costs will be the authority’s risk. The same form of concession agreement will be used as above subject to any amendments to reflect the bidder and/or the specifications of the call-off contract. The aggregate maximum number of chargepoints that can be drawn down is 3000 chargepoints. Appointment will be dependent on the ability of the bidder to deliver the first phase of the Concession Agreement in full, in which all charge points are installed, operational and available and registered on the National Chargepoint Registry (stating the chargepoints are for public use) by 31st March 2022. Following the evaluation process, bidders who satisfy the tender requirements will be ranked. The top ranking bidder will be awarded the Concession Agreement for CCR. It will also be appointed as the top ranking concessionaire under the All Wales EV Chargepoint Framework Agreement. The bidders ranked second, third and fourth shall also be appointed to the All Wales EV Chargepoint Framework Agreement in ranked order.
