Description

Newry, Mourne and Down District Council (The Council) was established on the 1 April 2015 following the merger of Newry and Mourne District Council and Down District Council. With a population of approximately 170,000, it is the third largest Council area by population and is geographically located in the south-east of Northern Ireland. There are seven District Electoral Areas (DEAs): Crotlieve, Downpatrick, Newry, Rowallane, The Mournes, Slieve Croob and Slieve Gullion. The Council invites tenders from suitably capable and licensed Contractors to undertake the receipting and/or collection and processing of waste wood and green waste materials from its recycling centres for the purpose of separation and distribution to treatment facilities and re-processors for recycling and where appropriate energy recovery, for a period of up to 4 years.

Lot Division

1 Collection and delivery of Green Wastes from HRC sites, located at Downpatrick, Ballynahinch and Castlewellan Sites

Lot 1: Provision to provide Green Waste Transfer Servicing from Castlewellan, Downpatrick and Ballynahinch Household Recycling Centres (HRC) to NWP Transfer Station, Seaforde Materials are currently brought into the Council recycling centres pre-segregated by members of the public and placed into appropriate waste streams before being sent for further treatment with the emphasis on recycling and diversion. The Council requires submissions, from Contractors to undertake, transported collection from HRC located at Castlewellan, Downpatrick and Ballynahinch and transport filled containers to Waste Transfer Station, located at Drumnakelly, BT24 8NS. Thereafter emptied container to be relocated as directed. The Transfer Station is operated by Natural World Products, with whom the Council has a contract to receive and reprocess the wastes. Requirement is to uplift containers containing Green Wastes, annual estimated weight at 3,500 tonnes from the named HRC sites and to transfer such wastes to the Transfer Station operated by NWP, at Drumnakelly.

2 Collection and delivery of Green Wastes from HRC sites, located at Newry, Warrenpoint, Hilltown and Newtownhamilton sites

Lot 2: Provision to provide Green Waste Collection and Transfer Servicing from Newry, Warrenpoint, Hilltown and Newtownhamilton Household Recycling Centres (HRC) to NWP Transfer Station, Keady. Materials are currently brought into the Council recycling centres pre-segregated by members of the public and placed into appropriate waste streams before being sent for further treatment with the emphasis on recycling and diversion. The Council requires submissions, from Contractors to undertake, transported collection from HRC located at Newry, Warrenpoint, Hilltown and Newtownhamilton and transport green wastes collected to Waste Transfer Station, located at Keady, BT60 3TU. This material is currently collected in builder's skips.

3 Collection, delivery and processing of mixed Timber Wastes located at HRC sites, located at Downpatrick, Ballynahinch and Castlewellan Sites

Lot 3 is for the collection and treatment of waste timber. The Council accepts mixed waste timber including mixed density fibre board (MDF) and high-density fibre board (HDF) at its Recycling Centres. Wooden furnishings are similarly received. Timber is brought to sites and collected in 35 cubic yard containers. The Contractor must have a flexible approach to cope with the various demands of the recycling centres throughout the year. The level of service required shall be based on the quantity of timber received, therefore the number of containers that require collection may fluctuate depending on demand and recycling centre. The Council requires submissions, from Contractors to undertake, transported collection from HRC's located at Castlewellan, Downpatrick and Ballynahinch and transport such filled containers to a designated Waste Transfer Station, licenced for the receipting and processing of waste timber. Thereafter emptied container to be relocated as directed to one of the Council's HRC sites.

4 Receipting and Reprocessing of mixed Timber Wastes from HRC sites, located at Newry, Warrenpoint, Kilkeel, Crossmaglen, Newtownhamilton, Camlough and Hilltown Sites

Lot 4: Receipting and Reprocessing of mixed Timber Wastes from HRC sites, located at Newry, Warrenpoint, Kilkeel, Crossmaglen, Newtownhamilton, Camlough and Hilltown Sites. Materials are currently brought into the Council recycling centres pre-segregated by members of the public and placed into appropriate waste streams before being sent for further treatment with the emphasis on recycling and diversion. The Council requires submissions, from Reprocessors to undertake receipting and reprocessing of mixed Timber Wastes from HRC sites, located at Newry, Warrenpoint, Kilkeel, Crossmaglen, Newtownhamilton, Camlough and Hilltown Sites. The wastes are to be delivered by the Council in RO-RO and Builder's type skips. The Council seeks submissions from Licenced Reprocessors to receive scrap wood wastes received at its Household Recycling Centres. The wastes will be delivered by the Council or nominated Haulage Contractor, on behalf of the Council. The Licenced Reprocessor shall specify the delivery point and shall recycle/recover/treat as much of the waste wood as possible, with residue to be sent for landfill. Processing Requirement The Council requires the recycling of as much of the scrap wood received, as possible, for materials delivered to the Contractors specified facility/site. Requirement is anticipated to reprocess/recycle approximately 1600 tonnes of scrap wood wastes, at part of this Lot.4
