**THIS IS NOT A CALL FOR COMPETITION** This award was made under Crown Commercial Services Research Marketplace Dynamic Purchasing System RM6018 This contract is for the delivery of an early process evaluation of the Offshore Wind Manufacturing Investment Scheme (OWMIS). As set out in the Government's Ten Point Plan , the Offshore Wind Manufacturing Investment Scheme (OWMIS) aims to substantially grow the UK's offshore wind manufacturing and industrial base through two key interventions - 1) providing partial direct funding to coastal landowners willing to develop major new integrated manufacturing port hubs (IMPHs), 2) in parallel, providing investment aid to draw large and strategically important manufacturing projects to these sites through the Manufacturing Investment Programme. The project therefore seeks to deliver against the following aims: • Evaluate the effectiveness of the scheme's delivery in practice compared to what was intended, • Gather evidence to support the design and delivery of future offshore wind supply chain policymaking, • Inform the development of a potential future evaluation of the scheme, including impact and value-for-money evaluations. The evaluation is expected to consist of three key tasks: Task 1: Evaluating the delivery of the port competition and the port's early implementation and construction This will consist of qualitative research with scheme applicants, non-applicants, and BEIS delivery leads. The initial tranche of interviews (in July-August 2021) are timed to take place as soon as possible after the competition's completion (in February 2021) to provide evidence to support ongoing policymaking. Task 2: Evaluating the early delivery of the Manufacturing Investment Programme This will include qualitative research with applicants to the Manufacturing Investment Programme, exploring their experiences of the application process. Task 3: Scoping out a future value-for-money assessment and collecting baseline data This phase is expected to consist of scoping work to identify a suitable value-for-money approach to be used in a potential future evaluation of the scheme. Where reasonably possible, BEIS expects the successful bidder to collect relevant baseline data to support such an assessment in the future, based on the approach identified.
