Description

The Joint Sensor and Engagement Networks (JSENS) Delivery Team, part of the UK Ministry of Defence (the Authority), intends to place a contract with Lockheed Martin UK Ampthill (LMUKA) Limited (the Contractor) for obsolescence management for the Land Environment Air Picture Provision (LEAPP) capability. LEAPP has been in-service since November 2014 and now requires critical software and hardware updates to enable the existing equipment to maintain the LEAPP capability.

** PREVIEW NOTICE, please check Find a Tender for full details. ** It is considered that this requirement can be placed using the negotiated procedure without prior publication pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. As the Design Authority and original system integrator, only the Contractor has the required technical expertise to integrate the complex software with minimal hardware updates, making best use of the existing hardware developed under the LEAPP D&M phase. The LEAPP system requires a combination of several software components consisting of bespoke specialist and military off the shelf software and COTS packages that are managed as an integrated operational software build. The Contractor has the in-depth platform, capability and hardware understanding of the architectural decisions which have developed and maintained the LEAPP capability to date, including the technical complexities of the software intensive system. Due to the complexity of the system architecture these updates to the LEAPP system will require the Contractor’s continued expertise to successfully integrate while maintaining the in-service capability, therefore avoiding risk of degradation to the Safety and Performance of the system. Accordingly, for technical reasons, LMUKA is the only contractor which is able to fulfil this requirement.
