Description

Scottish Water is seeking to appoint strategic contractor partners for SR21 (2021-2027) and support capability development into and throughout SR27 (2027-2033) to support its planned, lower value, generally non-complex capital investment projects, including refurbishment and replacement requirements and our operational reactive repair requirements. The frameworks will be awarded for 2021-27, with extension options, at client discretion based on business requirements, up to 2033. The intention is to award contracts under this framework in four lots: Lot 1 R&M for Infra Water and Waste Water; Lot 2: Capital Investment for Infra and Civils; Lot 3: R&M for M&E; and Lot 4: Capital Investment for MEICA. Estimated value across the four lots for the initial 6-year period is in the range of GBP 1 900 000 000 to GBP 2 300 000 000 and when including the potential 6 year extension period is in the range of GBP 4 300 000 000 to GBP 5 200 000 000 (FY18/19 prices). Lot Division

1 Repair and Maintenance for Infrastructure Water and Waste Water

Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of repair and maintenance for Infrastructure Water and Waste Water refurbishment, responsive and operational repair services on a pan Scotland basis, including Islands. Activities may include but are not limited to: repairs to water pipes, valve and PRV installations, meter (revenue and network) installation and replacement, provision of new connections, replacement of lead supply pipes, replacement of fire hydrants, repairs to sewers, sewer jetting, sewer CCTV surveys, sewer flood clean ups, response to Environmental Pollution Incidents (EPIs), sewer vactor services. The services vary in nature from reactive or responsive based on customer or operational needs through to planned programmes of works. Services will require to be provided during normal working hours as well as out of hours and including weekends.

2 Capital Investment for Infrastructure and Civils

Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of Capital Investment Infrastructure and Civils for Water and Waste Water network refurbishment, replacement and responsive services on a pan Scotland basis, including Islands. Activities will be primarily planned in nature and will cover projects of a diverse value and type, potentially including elements of MEICA.

3 Repair and Maintenance for Mechanical and Electrical

Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of repair and maintenance mechanical and electrical services on a pan Scotland basis, including Islands. Strategic contractor partners will be primarily focused on reactive repairs to our Water and Wastewater mechanical and electrical assets to ensure that the necessary high standard of customer service can be maintained at all times. This will involve support during normal working hours as well as out of hours and including weekends. To aid efficient resource management by our strategic contractor partners an appropriate level of planned projects will be routed through the partners for delivery. The Construction, Design and Management (CDM) 2015 Regulations apply to these works and successful strategic contractor partners will be expected to discharge their duties in-line with this.

4 Capital Investment for Mechanical Electrical Instrumentation Control and Automation

Strategic contractor partners are required to provide expertise, guidance, support and resources in design, planning, management and delivery for the provision of Capital Investment combined MEICA, made-up of mechanical and electrical, mechanical and electrical process interface and specialist instrumentation control and automation, on a pan Scotland basis, including Islands. Activities will be primarily planned in nature and will cover projects of a diverse value and type. The Construction, Design and Management (CDM) 2015 Regulations apply to these works and successful strategic contractor partners will be expected to discharge their duties in-line with this.
