Description

The 25 Year Plan to Improve the Environment (25YEP) was published in 2018. The 25YEP sets out what the government will do to improve the environment within a generation, outlining ten environmental goals. It sets out government action to help the natural world regain and retain good health. It aims to deliver cleaner air and water in our cities and rural landscapes, protect threatened species and provide richer wildlife habitats. It calls for an approach to agriculture, forestry, land use and fishing that puts the environment first. Defra now wishes to commission a project with two linked and complementary workstreams to support the evaluation of the Plan as part of the review of the 25 YEP required under the Environment Bill. Workstream 1: The first workstream must be completed by March 2022, to feed into the review of the 25YEP that will be underway at that time, informing the refreshed Plan to be published in January 2023. The aim of this workstream is to (a) consider key gaps in delivering the existing 25YEP goals and associated commitments (taking in to account measures and initiatives announced since 2018), and (b) to identify key actions and policy measures across a range of levers that the government and sectors should consider prioritising to address these gaps in the short, medium and long term to meet the 25 YEP goals and commitments. Workstream 2: The second, larger workstream is required to complete by March 2023 and will build upon workstream 1. Products from workstream 2 are meant to inform future reviews of the 25 YEP as well as full 25 YEP Evaluation. The key aims of this workstream are to develop an evaluation framework for process, impact, and value-for-money evaluation (including Theories of Change), and to undertake an initial evaluation. It will produce more comprehensive Theories of Change than any which are produced to inform workstream 1 as well as producing an Evaluation Framework, and early evaluation of progress in delivering the 25YEP. The evaluation will follow guidance set out in the Magenta Book .
