All tender information MUST be submitted through the Delta eSourcing Portal Brief Description of Requirement: The Prime Minister announced on 6 October 2020, that the Government will provide support for new, large scale port infrastructure for offshore wind. This support for new, large scale port infrastructure will take the form of up to £160 million available on a competitive basis. By supporting new port side manufacturing hubs and facilities, this means the UK can accommodate the factories making the next generation of offshore wind equipment. As offshore wind turbines have become increasingly large, many of their components cannot feasibly be transported on roads, so are typically manufactured at coastal factories. Larger coastal sites can help multiple manufacturing facilities to cluster together, as well as allowing the storage and handling of large-scale components ahead of their transport to offshore construction sites, minimising logistical costs. The initial focus of government support is to the development of larger coastal sites that are capable of accommodating multiple large manufacturing facilities and are able to generate manufacturing clusters where several smaller producers can co-locate. The due diligence will involve reviewing technical specifications and supporting information including planning and consenting for projects, broadly against the below bulleted areas. • the projects have the necessary skill and expertise in place to deliver; • the projects delivery plans are strong and comprehensive and have adequate processes of assurance in place; • information provided by the applicants indicate a realistic possibility that the site will be capable of commencing manufacturing activities by the end of 2023; • the key risks to the projects have been correctly identified (and to what extent are appropriate mitigating actions in place to manage these risks); • the projects have a suitable and actionable procurement strategy in place to deliver the project; • the procurement strategies demonstrate a commitment to ethical practices within the applicant's development and supply chain; • The projects have sufficient plans in place to manage planning and consenting processes; • The project costs are consistent with industry benchmarks; • The projects have the technical capabilities to support Offshore Wind manufacturing and installation.
