Description
Hampshire, Southampton and Isle of Wight Clinical Commissioning Group - Contract covering population of South West, South East, North and Mid and Isle of Wight areas of the Hampshire, Southampton and Isle of Wight CCG and Portsmouth CCG Intends to direct award a contract to Partnering Health Limited (PHL). For a period of 12 months as a pilot, with an option of further extending for a period of 12 months. The SAS Scheme is a national Directed Enhanced Service that provides primary medical services for patients in a secure environment to patients and staff who meet the criteria for inclusion into the scheme. This was previously known as the violent patient scheme. The service allows commissioners to balance the rights of patients to receive services from GP with the need to ensure that specified persons, including GPs, their staff, patients and others on the premises, deliver and receive those services without actual or threatened violence or other reasonable fear for their safety. Patients are removed from the GP practice as a result of the zero-tolerance rule upheld in health care settings, or as a result of actual threatening behaviour. At the time of the incident the police would have been contacted and the crime number is provided as evidence to the CCG to undertake the removal process. At this point this patient would be allocated to the CCG Special Allocation Scheme. There are at present 97 patients on the scheme. The Contract value is for the full potential contract period of 12 months plus 12 months.
Total Quantity or Scope
1.4. Partnering Health Limited is the incumbent provider for the South East, South West and Isle of Wight areas of Hampshire, Southampton and Isle of Wight CCG, as well as Portsmouth CCG. The service is currently provided under the guildhall walk practice APMS contract, and from the practice premises, which is based in Portsmouth. The Guildhall Walk Practice is closing on 31st August, therefore PHL have no infrastructure to continue to provide the service from this date, and 5 months' notice was therefore given on the SAS scheme. All GP practices were given the opportunity to express an interest in providing the service, as is their right with any Directed Enhanced Service. No providers come forwards. A number of proposals have been reviewed and costed in collaboration with the commissioners and a service that meets the needs of patients has been agreed as a pilot contract for 12 months to test the different model of delivery. An option to further extend for 12 months will be written in, to provide adequate time to review and analyse the service and/or market.
