Description

NHS Cannock Chase Clinical Commissioning Group (CCG), North Staffordshire CCG, South East Staffordshire & Seisdon Peninsula CCG, Stoke on Trent CCG, East Staffordshire CCG and Stafford & Surrounds CCG wish to tender and enter a formal procurement for GP Out of Hours (GP OOH) services across the aforementioned CCG catchment areas. Services will commence from the 1st April 2022 for a period of five (5) years with the option to extend up to two (2) years and will be split into two LOTS: LOT 1 - NHS North Staffordshire CCG and Stoke on Trent CCG LOT 2 - NHS Cannock Chase CCG, South East Staffordshire & Seisdon Peninsula CCG, East Staffordshire CCG and Stafford & Surrounds CCG. In addition to the core GP OOH service requirements LOT 2, covering the South CCG regions will also incorporate an out of hours' provision for the Staffordshire and Stoke on Trent prisons. Services should align with the national requirements for integrated urgent care and deliver the following core components of the service: - Receive calls and referrals from NHS 111 - Receive calls and referrals from Health Care Professionals (HCPs) seeking additional clinical telephone advice for patients being attended in their place of residence or public place - Ability to consult patients by a variety of means including remotely, face to face either at specified hubs or in their own homes. - Provide clinical support to the Clinical Assessment Service that sits under NHS111 Across Staffordshire we will be consulting on the future Urgent Treatment Centre (UTC) configurations, Providers should be mindful that Commissioners have an aspiration to align GP OOH services to this offer in the future. TUPE is expected to apply and further indicative details of this are included within the ITT documents. The Staffordshire and Stoke on Trent GP Out of Hours Services contracts will be part of the wider integrated urgent care offering across Staffordshire and Stoke on Trent and collaboration between partners will be fundamental as the Urgent and Emergency Care services transform. The Commissioners have set indicative financial envelopes for each lot and details can be found within the ITT documents. The CCG has set an affordability threshold for each of the lots within the Procurement. The CCG reserves the right to request clarification and not to consider Bids that are above the affordability envelope and reserve the right to seek clarification on bids that are unusually low with regards to the affordability threshold The Affordability thresholds are; Lot 1 North £4,740,008 per annum Lot 2 South £4,570,795 per annum This is an indicative threshold and bidders are encouraged to avoid exceeding the threshold.

Light Touch Regime' services: This procurement is for clinical services which are Light Touch Regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations('Regulations'). Accordingly, the contracting authorities are only bound by those parts of the Regulations detailed in Chapter 3 Particular Procurement Regimes Section 7. The contracting authorities are not voluntarily following any other part of the Regulations. The procedure which the contracting authorities are following is set out in the ITT documents. As the CCG is a relevant body for the purpose of the National Health Service (Procurement, Patient Choice and Competition) (No 2) Regulations 2013 these Regulations also apply to this procurement Midlands and Lancashire CSU are conducting this procurement exercise as a central purchasing body for another NHS body with whom the successful bidder(s) will enter into contracts for the supply of the services.
