Case 488208 BSL Based Video Relay Service for the period 1 April 2021 to 31 March 2023 with the option to extend for a period of 24 months arranged on an annual basis

Total Quantity or Scope

The Scottish Government’s Directorate for Community Health and Social Care, Social Care Support Division requires a suitably qualified and experienced contractor to provide a fully managed online Video Relay Interpreting Service (VRS). The purpose of the service (called “contactSCOTLAND-BSL”) is to enable Scottish Deaf and Deafblind British Sign Language (BSL) users to access and interact with public sector bodies, third sector services, the private sector and family and friends (hereafter referred to as services, family and friends). The contactSCOTLAND-BSL service will offer Scotland’s 6,500 BSL users the means to communicate, in real-time, with services, family and friends via video-call and a BSL/English interpreter. The BSL user contacts the service through a mobile device such as a smartphone or tablet or desktop computer and signs via the camera to the online BSL/English interpreter, who in turn calls (telephones) the services or family or friends and relays the call between the two.

ESPD will be scored on a pass/fail basis. Service type not suited to Lotting. The contract award criteria will be Price 30%/Quality 70%. Bidders must complete the ESPD (Scotland) to demonstrate adherence to the Exclusion and Selection Criteria for this procurement. If there are named subcontractors/technicians upon which the bidder will rely to meet the selection criteria, these named parties must complete and reattach the ESPD Supplier Response Form attached to ESPD questions 2C.1.1 (Technicians) and 2D.1.2 (Subcontractors) on PCS-T. These parties must complete the first 3 sections of the ESPD form, as well as any part of the section 4 selection criteria that the main bidder will rely upon the parties to fulfil. If parties have not yet been identified, this information may be required at a later date. Scottish Government reserves the right to request this information from relevant parties upon whom the main bidder will not rely to fulfil selection criteria. 4C.10 Bidders will be required to confirm whether they intend to sub-contract and if so, for what proportion of the contract.
