Prior Information Notice (Not a call for competition) to facilitate pre-market engagement for the provision of an all-inclusive hard FM contract (building fabric and Mechanical and Electrical) across all assets within West Yorkshire.

Total Quantity or Scope

West Yorkshire Combined Authority (WYCA) (the Authority) may soon wish to seek competitive tenders to provide a Planned, Reactive, Replacement and Installation service relating to mechanical/ electrical and building fabric services across a rangeof WYCAs portfolio of properties located in the five districts of West Yorkshire. This will be a three-year fixed contract with four possible annual extensions thereafter taking the maximum term up to a 7-year contract. This will be subject toppm rates, schedule of rates, hourly rates, material uplift and sub-contractor oncosts, to carry out all or any maintenance, repairs or renewals which may be or become necessary and provide an emergency 24-hour reactive call out service.The premises vary in size, extent, style and content ranging from small detached buildings to large transport interchange and office buildings. Mechanical and electrical and building fabric installations are likewise varied in there complexity, ageand condition. The sites currently consist of:• 8 Staffed bus stations• 5 Un-staffed bus stations• 7 Small bus stations• 5 Rail Station Car Parks• 2 Office Accommodation• Miscellaneous assets including, bus stops, bus turning circles, woods, parcels of landThe following installations and tasks are given as a general overview of the types of maintenance of plant/systems covered in this contract: Mechanical and Electrical• Heating and Ventilation• Air Conditioning• Plumbing Services• Gas installations and appliances• Fire Alarms• Fire Extinguishers• Gas Sprinkler System• Emergency Lighting• High/Low Level Lighting• BMS Controls• Electrical Installations and EICR• PAT• Lightening Protection• Water Treatment• Air Quality• Water Hygiene• Recording of Utility Meters• Access Systems and Equipment• Passenger Lifts and Escalators• Replacement of all life expired consumables associated with the works including replacement of expired and inefficient luminaires, defective lighting control gear, replacement of batteries and filters including the safe of such items.Building Fabric• Landscape Gardening• Fall Arrest & Restraint System Testing• 6 Monthly Bi-Annual Fire Door Testing• Gulley/ Interceptor and Carriageway Cleansing• Pest Control Services• Tarmac, Pothole Repairs and Resurfacing of Bus Carriageways• Thermoplastic Lining Works to Bus Carriageways• Tile Repairs & Replacement to Bus Station Concourse Areas• Repair or Relay Any type of Paving on Walkways• Carriageway Cleaning with a Vehicle Sweeper• All types of Building Fabric Works Including Joinery, Plastering, Painting etcAnticipated Contract SpendIt is anticipated that spend will be around £5 and £7 million pounds over a potential 7-year contract period.
