Description
Cardiff and Vale University Health Board has contracted a commercial non-hazardous waste collection service for the provision of ‘Waste Non-Hazardous Domestic: Collection and Disposal Service for Cardiff & Vale UHB’. The service is provided by City of Cardiff Council’s Commercial Waste Service (now Trade Waste Service).
Total Quantity or Scope
Cardiff and Vale University Health Board (CAV) has a requirement for a commercial non-hazardous waste collection and disposal service for 94 sites across the Cardiff area. The current contract expires on the 30th September 2021. This VEAT is being issued to enable CAV to align with the all Wales tender process that will be undertaken by the Utilities and Transport team in NHS Wales Shared Services Partnership. The contract will be awarded to City of Cardiff Council’s Trade Waste Service for 11 months. The contract will expire on the 31st August 2022.

Legal Justification
The Cardiff and Vale University Health Board's (CAV) contract with the City of Cardiff Council's Trade Waste Service will be extended from 1st October 2021 to 31st August 2022. The extension of this contract will allow for CAV to be part of an all Wales contract that will potentially cover all NHS Wales Health Boards and Trusts. The relevant procurement team are determining a procurement strategy for this arrangement in conjunction with stakeholders across Wales. The waste collection service requires an implementation period for any incoming provider. The implementation would require allocated resource from any supplier and the UHB and this is not commercially viable for a short term extension / contract. The VEAT is being used to extend the contract for an additional 11 months to align with the all Wales plans.
