Appointment of a multi-disciplinary team for design and delivery of proposed mixed-use development at the Former M&S Store site, 32 Gaolgate Street, Stafford ST16 2NT This procurement is focused on the re-development of the Former M&S Store at Gaolgate Street to provide a new mixed-use development offering an attractive setting for town centre residential living. This will be complimented with easy access to shops, urban market pods, food & beverage units and a gymnasium; all flanked along a vibrant pedestrian thoroughfare route between the existing Stafford Bus Station and Gaolgate Street, improving connectivity on the high street. Staffordshire County Council are procuring this on behalf of Stafford Borough Council

Total Quantity or Scope

Stafford Borough Council are seeking to appoint a single multi-disciplinary team to work with them to drive delivery of the proposed mixed-use scheme from inception to completion. It is expected that the team appointed will provide all technical professional services to support the Council to deliver the scheme from reviewing, refining and agreeing the brief, through initial design, securing planning permission, contractor engagement and appointment, construction and on to handover, final account and the end of the defects liability period. It is expected that this professional team will include expertise in Project, Cost and Contract Management, Development, Planning, Design, Engineering, and the Environment sufficient to deliver the project. The current expectation is that the appointed team will develop the design to secure planning permission before/in parallel with engaging with a design and build contractor on a design and build contract. It is assumed that a JCT or similar standard form of contract with limited common amendments is most likely to be adopted. This approach should be reviewed by the appointed team at commencement but is the basis on which tender responses should be made and will be assessed.
