Description

Portsmouth City Council ('the council') on behalf of the Partnership for South Hampshire (PfSH) is inviting tenders from suitably qualified suppliers to provide consultancy advice to determine whether a potential Green Belt designation would be appropriate, and how to achieve it, in South Hampshire. The council is targeting to have awarded the contract on 1 November 2021 to allow for service commencement on 15 November 2021. The contract will be let for an initial term of 9 months which may then run for a further 3 months in increments set by the Council to a total maximum term of 1 year, subject to performance and at the sole option of the Council. The value of the contract is estimated to be between £150,000 - £200,000 excluding any extension options.

Total Quantity or Scope

Portsmouth City Council ('the council') on behalf of the Partnership for South Hampshire (PfSH) is inviting tenders from suitably qualified suppliers to provide consultancy advice around whether a potential Green Belt designation would be appropriate, and how to achieve it, in South Hampshire. This Study will follow on from the results of work to select a preferred development strategy currently being undertaken, as advised in the Specification, and consider whether a Green Belt designation would be appropriate in South Hampshire and the broad strategic locations of land that could be subject to designation, having regard to the five purposes for Green Belt designation (NPPF para 138) and five tests for establishing a new Green Belt (para 139). The existing comparative assessment work will give an indication of the most sustainable locations for development and also the strategic green infrastructure needed to deliver the development. This Study will need to provide advice to inform the development of the approach that will need to deal with how both strategic green infrastructure needs can be met and how a potential Green Belt designation could be achieved in South Hampshire. Application is via completed tender submission by the deadline stated above via the Council's e-sourcing system In-Tend which will be used to administrate the procurement process, the system can be accessed free of charge via the web link below: https://in-tendhost.co.uk/portsmouthcc/aspx/home
