Description

This contract strategy is looking at the best way to award a contract for the treatment and disposal of the MBT offtakes for Solid Recovery Fuel (SRF), Refuse Derived Fuel (RDF), Glass & Stone and MBT Bypass.

Lot Division

1 MBT Solid Recovered Fuel (SRF)

SRF is currently the main output from Dumfries and Galloway Council’s MBT plant. It consists of fuel produced by shredding and dehydrating Municipal Solid Waste (MSW). The Council will deliver materials to the Service Provider’s Nominated Facility for treatment and disposal as detailed in the ITT.

2 Lots 2 - MBT Refuse Derived Fuel (RDF)

Lot - 2 MBT Refuse Derived Fuel (RDF) – This waste stream is one of the outputs of the MBT plant. This is larger fraction material rejected from the SRF manufacturing process due to weight. This is material that has been through MBT drying process, two shredders, a trommel and an overband magnet. It potentially consists of material input to the MBT that is greater than the specified cut size of the secondary shedder (i.e. 80mm) such as wood, hard plastic, bricks etc. The Council will deliver materials to the Service Provider’s Nominated Facility for treatment and disposal as detailed in the ITT.

3 Lot - 3 MBT Glass and Stone

This output from the MBT consists of sub 22mm glass, CSP (ceramics, stones & porcelain) and organic material. It is contaminated with long thin items that can pass through the screen of a trommel such as plastic pens, AA & AAA sized batteries etc. The Council will deliver materials to the Service Provider’s Nominated Facility for treatment and disposal as detailed in the ITT.

4 MBT Bypass

By-pass material is waste that has been through the initial MBT shredder and the MBT drying process. It has not been through the refinement process that separates the material into its various outputs. The Council will deliver materials to the Service Provider’s Nominated Facility for treatment and disposal as detailed in the ITT.
