Description
Swansea Bay University Health Board (“the UHB”) has taken the decision to award a public works contract to Coastal Housing (“Coastal”) who is a Registered Social Landlord. The obligations to design and build which give rise to the creation of a public works contract are contained in a development agreement. This development agreement relates to a site located at 1st & 2nd Floor, 34A Orchard Street, Swansea SA1 5AW (“the site”). The site will be developed to provide a Wellness Centre. The contract is the design and build of the Wellness Centre.
Total Quantity or Scope
The Wellness Centre will provide a wide range of services under one roof including a GP surgery and Pharmacy. The Wellness centre will work with a range of delivery partners including local authorities, housing associations and the third sector, to bring together a range of public services into a community hub. The underlying ethos of the new Swansea Wellness facility is that it will provide improved facilities for healthcare and co-located services that will facilitate better pathways that support wellbeing and prevention in the broadest sense.

Legal Justification
The UHB will award this contract using the Negotiated Procedure without Prior Publication in accordance with Regulation 32(2)(b)(ii) in that competition is absent for technical reasons and that there is no reasonable alternative and that the decision to utilise this procedure has not been made in an effort to artificially narrow down the parameters of the procurement.
