Description

The purpose of this Prior Information Notice (PIN) is to notify the market that the Department intends to hold a market engagement event on Thursday 30 September 2021. The purpose of the event is to share the department's current thinking on the development of a computing programme, and to seek expert views from the sector to inform its further development. This event will consist of a virtual presentation delivered by the Department for Education, followed by a Q&A session. If you would like to attend the market engagement event on 30 September 2021, please express your interest by no later than 10:00 on 29 September 2021. Bidders who are not already registered on the portal can register here: https://education.app.jaggaer.com When registered and signed in to Jaggaer you will need to express an interest in the opportunity to be able to access any relevant documentation. Details of the event will be sent to interested parties following registration. This notice is a zero value PIN to notify the market that the Department intends to hold market engagement for a potential computing programme. This PIN is for information only and is not a call for competition. The Department reserves the right not to enter a formal procurement process and not proceed with contract award. Accordingly, the Department will not be liable for any bid cost, expenditure, work or effort incurred by any organisation in acting on the basis of this Prior Information Notice. The Department's vision is to enable children and learners to thrive by ensuring the delivery of excellent standards of education, training, and care. This helps realise everyone's potential - and that powers our economy, strengthens society, and increases fairness. The aim of this computing programme is to improve the quality and impact of computing education across England, to ensure every pupil leaves school with the digital knowledge and skills needed for further study and employment, and to thrive as active participants in a digital world. The purpose of this Prior Information Notice (PIN) is to engage with the market and seek input to onward consideration for a potential computing programme. Subject to approval, the Department may wish to reprocure for a similar service for the current National Centre for Computing Education and its associated programme. The Department is seeking a lead provider or consortia or similar entity to deliver the programme, which may include: - improving the quality and impact of computing teaching across all key stages, - improving participation and attainment in GCSE and A-Level computer science, particularly by girls, and - increasing overall school and pupil engagement with computing. The Computing Programme will continue the work of the National Centre for Computing Education (NCCE), including: - a network of Computing Hubs, - a CPD programme upskilling computing teachers from Key Stage 1 to 4, - a complete curriculum package of resources for teachers to deliver the computing curriculum, and - an online platform for pupils and teachers for GCSE and A Level Computer Science. At the event, we would like to take the opportunity to introduce our policy ambition and seek input and expertise from the sector to inform our delivery plans. We are keen to speak to as many organisations as possible and will, therefore, be limiting attendance at the online event to two representatives per organisation. Following this presentation, the Department will extend an opportunity for a one-to-one session with interested organisations. For information: Attendance at the market engagement events is not a pre-requisite for being able to submit a tender against this opportunity. If you are unable to attend the market engagement events, the slides and Q&A outcomes will be made publicly available. In the event of a procurement, this will fall under the Light Touch Regime as defined by the Public Contracts Regulations 2015 (Regulation 74 - 77). The Department is managing this Procurement based upon the 'Open' tendering procedure as defined by the Public Contracts Regulations 2015 (Regulation 27).
