Legal Justification

A PQQ was published on Achilles on 8th March 21 for 6 lots across a nine patch area for the following Labour Resources: Joinery Electrical Services Drain Repair Tree Surgery General Building Services Scaffolding There was insufficient response in the call for competition which would have deemed the framework not fit for purpose. 9 suppliers were awarded across the six lots but the framework needed to be strengthened to fulfill the requirement. These three suppliers have been single sourced to ensure the framework is suitable for our requirements when dealing with gas escapes. The labour resource framework is an essential contract for Northern Gas Networks where protecting life and property is our priority. This process applies to regulation 50 of the Utilities Procurement Regulations 2016
