Description

The purpose of this Contract Notice is to inform the market of National Highways' plans to launch a technology framework that will be called the Information Technology Commercial Framework (ITCF). The Operational Technology Commercial Framework (OTCF) was launched on the 9th July 2021 and it is hoped that the ITCF will be the second vehicle to support the delivery of National Highway’s RIS2 technology pipeline and to meet the strategic aims of National Highways.

Lot Division

1 Asset Management (Goods and Services)

provision of ICT Goods and/or Services to enable the Customer to manage the lifecycle of all assets (e.g. fixed, technology, portable) utilised by the Customer in support of the Strategic Roads Network. The Customer is required to ensure that all major roads in England are dependable and durable, and enable the digitisation of the design and build of civil infrastructure on the Strategic Road Network

2 Corporate Systems (Goods and Services)

provision of ICT Goods and/or Services to enable the Customer to procure Corporate Systems and solutions supported by the systems integration and delivery of end-to-end lifecycle management. The Customer is required to procure Corporate IT Systems to support the Customer’s business functions.

3 Architectural Design Services (Services)

provision of IT architectural technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions including IT solutions architecture services, IT infrastructure/enterprise architecture services and construction architecture services as further described under Lot 3 of Schedule 2 (Requirements and Supplier Descriptions).

4 Software Development Lifecycle (Services)

provision of IT Software development technical services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions including IT management services, project management services, technical analysis services, business analysis services, software engineering services, software development services and software tester as further described under Lot 4 of Schedule 2 (Requirements and Supplier Descriptions).

5 Cyber Security and Data Protection (Services)

provision of cyber security and data protection services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions including security architecture services, cyber security engineering services, information security consultancy, cyber threat intelligence services, security software development services and information security administration services as further described under Lot 5 of Schedule 2 (Requirements and Supplier Descriptions).

6 Digital and Data (Services)

provision of digital and data services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions including, data architecture services, data lifecycle management, data engineering services, data modelling and analytics services, data governance and assurance, market research, master data management services, data conditioning and evaluation, user experience design and user research as further described under Lot 6 of Schedule 2 (Requirements and Supplier Descriptions).

7 Infrastructure and Platform design (Services)

provision of infrastructure and platform design services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions including, identifying and addressing needs for improvement, developing strategies to optimise IT assets, data centre management, Cloud infrastructure management, networks and connectivity management, Cloud management, IT infrastructure specialism and disaster recovery as further described under Lot 7 of Schedule 2 (Requirements and Supplier Descriptions).

8 Service Management and Transition (Services)

provision of service management and transition services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions including, developing processes and plans to transition services into the live environment, assessing and improving service management across the full IT infrastructure lifecycle, deploying, embedding and improving IT service management toolsets, building and implementing service catalogues, managing service transitions and provision of end-to-end service lifecycle design(s) as further described under Lot 8 of Schedule 2 (Requirements and Supplier Descriptions).

9 Business Engagement (Services)

provisioning of specialist senior resources to deliver specific aspects of the Customer’s IT business transformation, projects, and programmes during the term of the Framework Agreement including IT business partnering, IT portfolio leadership, relationship management, business change management, business analysis and information and cyber security subject matter expertise as further described under Lot 9 of Schedule 2 (Requirements and Supplier Descriptions).

10 Strategy, Transformation and Performance (Services)

provision of specialist resources to deliver specific aspects of the Customer’s IT business transformation, projects, and programmes during the term of the Framework Agreement including strategy development, transformation, communication, IT professionalism and capability, enterprise portfolio management, demand management, business and process improvement, change management, performance and business reporting, risk and assurance, governance, information and cyber security risk management, assurance and delivery planning, business planning and software asset management as further described under Lot 10 of Schedule 2 (Requirements and Supplier Descriptions).

11 Delivery (Services)

provision of specialist resources to deliver specific aspects of the Customer’s IT business transformation, projects, and programmes through the term of the Agreement including project, programme and portfolio management, management PMO and P3O® delivery, project transfer, information and cyber security programme and project delivery management, information security, security architecture, security strategy and intelligence, security operations, security and cyber risk standards management and digital and data as further described under Lot 11 of Schedule 2 (Requirements and Supplier Descriptions).

12 IT Commercial, Procurement and Financial (Services)

provision of specialist resources to deliver specific aspects of the Customer’s IT business transformation, projects, and programmes during the term of the Framework Agreement including IT commercial development and management, IT cost estimating and intelligence, IT procurement development and management, IT contract management delivery, IT vendor management, IT contract management and IT Finance as further described under Lot 12 of Schedule 2 (Requirements and Supplier Descriptions).

13 Software COTS/SaaS (Goods)

provision of software either COTS or SaaS (including any manufacturer’s warranty or maintenance included with the product) including, for example, project and programme management software, operating systems, networking software, enterprise software and such other Goods as further described under Lot 13 of Schedule 2 (Requirements and Supplier Descriptions).

14 Workplace Hardware (Goods)

provision of workplace hardware (including any manufacturer’s warranty or maintenance included with the product) covering all physical components of office operations that the Customer’s internal users rely on to complete their day-to-day tasks including, for example, End User Access Devices, internal and external optical drives, internal and external storage devices, printing, Multi-Functional Devices and such other Goods as further described under Lot 14 of Schedule 2 (Requirements and Supplier Descriptions).

15 Hardware Infrastructure and Platforms (Goods)

provision of workplace hardware (including any manufacturer’s warranty or maintenance included with the product) covering all physical components of office operations that the Customer’s internal users rely on to complete their day-to-day tasks including, for example, servers, routers, switches, racks and cabinets and such other Goods as further described under Lot 15 of Schedule 2 (Requirements and Supplier Descriptions).

16 Infrastructure and Platform (Services)

provision of Infrastructure and Platforms Services including communication services, networking, data processing and storage, platforms through which businesses can share content and media, knowledge management, systems, applications, IoT, user devices, resilience as further described under Lot 16 of Schedule 2 (Requirements and Supplier Descriptions).

17 Multi-Service Provision (Services)

provision of multiple services to deliver against a specific and significant Customer project relating directly to the Customer’s wider IT strategy and where the scope of delivery will incorporate combined services across Lots 3, 4, 6, 7, and 8 as further described under Lot 17 of Schedule 2 (Requirements and Supplier Descriptions).

18 Multi-Discipline Provision (Services)

provision of specialist resources to deliver against a specific and significant Customer project relating directly to the Customer’s wider IT strategy where the scope of delivery will incorporate combined services across Lots 9, 10, 11 and 12 as further described under Lot 18 of Schedule 2 (Requirements and Supplier Descriptions).
