Description
Tavistock and Portman NHS Foundation Trust (“the Trust”) requires new accommodation to replace its current facility at the Tavistock Centre, Belsize Lane, London NW3 which occupies c7000 sq.m (“the Belsize Lane Site”). The Trust is the freeholder of the Belsize Site and the adjacent Portman Clinic (8 Fitzjohns Avenue NW3). The current accommodation comprises administrative offices (Trust HQ and departmental offices), clinical space (therapy rooms), education space (lecture theatre, library, seminar and classrooms) as well as ancillary accommodation; main reception, waiting areas, café and support service areas. The Trust is seeking a development partner (Estate Development Partner) who can unlock the value of the Trust’s existing Belsize Lane Site to fund, design and construct new accommodation at its preferred development site at Jamestown Road, Camden (the Jamestown Road Site) (or such alternative site as prospective partners may wish to support) (the Project). Continues in II.2.
Total Quantity or Scope
Continues from II.1.4 The Trust is interested in a core offer from prospective development partners for the delivery of new accommodation at the Jamestown Road Site. The Trust is also interested in an alternative offer (as prospective development partners may wish to propose) for the delivery of new accommodation at an alternative site which may include a site secured by the partner (Partner Secured Site) or the Belsize Lane Site. Any proposed Partner Secured Site for the delivery of the new accommodation would need to be within the London Borough of Camden or within a 4km radius of 120 Belsize Lane maintaining access to transport link that show no detriment to patients accessing the services provided at the current location. The capital cost of the proposed new accommodation to meet the Trust’s requirements is estimated to be in the region of £48m.

The estimated duration in II.2.7 is for the build programme for the new accommodation. This does not take into account any long term lease arrangements in the structuring of the scheme nor the activity in unlocking value at the Belsize Lane Site. Further information about the scope of the scheme can be found in the Memorandum of Information available as part of the procurement documents. The Tavistock and Portman Trust in consultation with NHSEI have led to a decision by the Department of Health that the project will not be privately funded, therefore, the requirement for an Estate Development Partner as was originally intended in the advertised call for competition is no longer required. This is a material difference to that which was originally advertised in seeking a development partner (Estate Development Partner) who could unlock the value of the Trust’s existing Belsize Lane Site to fund, design and construct new accommodation at its preferred development site.
