Description
2023 Cycling World Chamionships Limited intends to enter into a co-operation contract with Glasgow City Council in connection with the hosting of the 2023 UCI Cycling World Championships in Scotland. Glasgow City Council (and its wholly owned subsidiary, Culture and Sport Glasgow) are strategic public sector partners in the bid for and the hosting of the Championships and will co-operate with 2023 Cycling World Championships Limited in the delivery of certain aspects of the organisation, staging and promotion of the Championships.

2023 Cycling World Championships Limited (Cycling Worlds) is a Special Purpose Vehicle which manages the activity required to support Scotland’s hosting of the inaugural UCI Cycling World Championships in 2023 (the Championships). Cycling Worlds intends to enter into a co-operation contract with Glasgow City Council in connection with the hosting of the Championships. … The contract will set out the terms on which Cycling Worlds will co-operate with Glasgow City Council in connection with the organisation and staging of the Championships.

Legal Justification
The contract sets out the terms of the co-operation between 2023 Cycling World Championships Limited and Glasgow City Council in connection with the hosting of the 2023 UCI Cycling World Championships in Scotland. Glasgow City Council (and its wholly owned subsidiary, Culture and Sport Glasgow) are strategic partners in the hosting of the Championships and are contracting authorities in their own right. The contract is, therefore, exempt from the Public Contracts (Scotland) Regulations 2015 (2015 Regulations). This is because the contract does not constitute a public contract for the purposes of the 2015 Regulations and, even if it was to constitute a public contract for the purposes of the 2015 Regulations, the 2015 Regulations do not apply as the contract falls within the scope of Regulation 13(8) of the 2015 Regulations (i.e. relating to co-operation between contracting authorities).

** PREVIEW NOTICE, please check Find a Tender for full details. ** This notice has been published prior to 2023 Cycling World Championships Limited entering to into the co-operation contract with Glasgow City Council. 2023 Cycling World Championships Limited will observe a minimum period of 10 days from the date of publication of this notice before entering into the co-operation contract with Glasgow City Council. Glasgow City Council will work with its wholly owned subsidiary, Culture and Sport Glasgow, in the performance of certain activities in connection with the hosting of the Championships. Glasgow City Council and/or Culture and Sport Glasgow will also engage other suppliers in connection with the performance of certain of those activities, and details of relevant procurement opportunities will be published by Glasgow City Council and/or Culture and Sport Glasgow in due course. The estimated value of the co-operation contract as stated in this notice is indicative only and is subject to change, including having regard to the final agreed scope of the activities that will be performed by Glasgow City Council in connection with the hosting of the Championships.
