Description

Under the Care Act, local authorities and the NHS are required to supply, install, maintain and collect community equipment to enable service users following an assessment to be discharged safely home from hospital, support palliative care and long-term conditions. Community equipment underpins other social care services and enables carers to deliver personal care in a dignified manner. On behalf of the London Community Equipment Consortium, Westminster City Council will be re-procuring the Consortium’s framework contract to deliver community equipment services on behalf of 21 London boroughs and associated Health partners. This market engagement exercise is to enable the Consortium to explore options that will help deliver innovative solutions to support the delivery of the service contract. The intention of this PIN is to engage the market and ascertain their views to help inform the future model. Interested parties are requested to complete and return the market engagement questionnaire by no later than 13th October 2021. The service outline and potential Lots are indicative only and the Consortium may amend the service model prior to issuing the contract notice.

Lot Division

1 Integrated Community Equipment

The Service Provider will be responsible for the provision of an Integrated Community Equipment Service, which may include (but not be limited to) the delivery, installation, recycling and maintenance of Community Equipment. It will be imperative that the Service Provider has robust IT systems to facilitate effective stock management, reporting and delivery of the service.

2 Specialist Equipment

The Service Provider will be responsible for the provision, delivery, installation, recycling and maintenance of specialist items (i.e., non catalogue items of equipment).

3 Pre-Planned Maintenance of Community Equipment

The Service Provider will be responsible for ensuring specific safety testing requirements of Health and Safety legislation covering lifting equipment - Lifting Operations and Lifting Equipment Regulations (LOLER) and electrical testing equipment - Portable Appliance Testing (PAT) are complied with and are up to date.

4 Telecare

The Service Provider will be responsible for the provision, delivery, installation, recycling, maintenance, monitoring and response to Telecare items of equipment.
