Description

NHS Arden and GEM CSU (NHS AGCSU) on behalf of NHS Black Country and West Birmingham CCG (referred to as the Commissioner) are inviting suitably qualified organisations to provide co-ordination of Maternity Voices Partnerships across the Local (Black Country) Maternity and Neonatal System. Improving Maternity care is a key programme featured within: The Black Country Sustainability and Transformation Plan, and CCG Operational Plan. A meaningful MVP is critical, as co-production and patient engagement are vital to realise strategic priorities within both plans: • Closing the Infant mortality gap • Developing a sustainable model for maternity and neonatal services • Delivering National Better Birth agenda The service provider will deliver against the following outcomes working in partnership with the four MVPs and both the local health economy and the local maternity system where appropriate. Aims: • Coordination of MVP activity across the LMNS • Act as a single point of contact, the conduit between MVP chairs, the CCG and the relevant Trusts • Increase equitable access to midwifery-led services • Support the agenda to reduce perinatal mortality rates • Improve local breast-feeding rates • Increase referrals to services providing support for healthy lifestyle choices • Ensure that women have an informed choice about the most clinically appropriate care for them (Personalisation) • Increase number of service users involved in service planning • Improve patient experience • Increase the number of women with improved emotional health and well-being • Engage with vulnerable and hard to reach groups Outcomes: • MVP chairs feel supported and valued • MVP chairs have a single point of contact to raise issues and concerns • Service user engagement is formerly used to drive improvements • Availability of a local platform for innovative ways of engaging with local service users, especially those voices that have traditionally been 'seldom heard' • Co-production of service transformation is a reality • Increased positive feedback on local maternity services • Fewer reported complaints • Early booking target improves • Increased self-referrals via the patient portal • Local specific "hotspots" relating to insight from users (antenatal care, postnatal care, • postnatal primary care checks, bereavement care etc.) are identified and addressed • Enable the pursuit of continuous quality improvement with a particular focus on closing inequality gaps • Increased numbers of women from diverse communities are engaged with and feel empowered This procurement relates to a below threshold contract and the commissioner has decided to apply PPN 11/20. This procurement (and resultant contract) is reserved for Small and Medium sized Enterprises (SMEs) / Voluntary, Community and Social Enterprises (VCSEs) - this means only SMEs and VCSEs can bid. The contract will be for a duration of 3 years.
