The council is seeking to award one contract under this Lot; • Contract/ lot 1: Substance misuse harm reduction and treatment (element … 2) Element 1: Substance misuse harm reduction and treatment service This service will comprise of but not be limited to: • Single point of contact • Harm minimisation • Needle exchange • Supervised consumption • Blood borne virus (BBV) testing and vaccination • Naloxone, information and advice • Brief interventions for alcohol and drugs • Structured treatment (comprehensive screening and assessment) • Treatment and care planning • Community prescribing and clinical interventions • Prescribing • Co-ordination of shared care • Psychosocial interventions The provider will also be required to deliver a sports and activities programme called Re:Fit. Where necessary the provider will source residential or in-patient detoxification care for a service user with high risk and complex medical needs. Priority groups for the service are women, offenders (those in prison and on community orders), people who use only alcohol, complex service users, those with co-occurring mental health and alcohol/drug use conditions, long-term substance misusers/ prescribing service users, underserved groups, and armed forces veterans. There are two properties available for the delivery of services under lot 1 at the cost of £30k per annum however bidders are able to source their own accommodation and submit an alternative proposal on a variant bid basis. Element 2: Substance misuse supported housing service The provider shall deliver housing related support services to vulnerable people with substance misuse problems at various stages, focusing on recovery, with the aim of helping them increase their independence, and so reducing the risk of homelessness or increased intervention from health and/or care agencies. This will include the provision of some clean and dry housing. The primary client group for this service will be People with Substance Misuse Problems in relation to either Drug or Alcohol addiction. All services are for adults aged over 18 years. The service is currently delivered across a number of properties in Portsmouth with an element of Floating support that is not associated with any specific property. Properties used for the delivery of the current service are available for the new contract (at varying costs) however if a provider wishes to put forward their own properties then they are able to do so as part of their tender bid. Details of each property, their landlord, availability and lease / service level agreement details are available in the service specification. The council is targeting to have awarded the contract on 1 February 2022 to allow for service commencement on 1 June 2022. The contract will be let for an initial term of 46 months (3 years and 10 months) which may then run for a further 6 years in increments set by the Council to a total maximum term of 9 years and 10 months, subject to performance and at the sole option of the Council. The annual value of the contract is expected to vary over the initial term as the service is funded via a combination of secure and unsecure funding streams. … The estimated total value of the contract is approx. £4,003,793 per annum and therefore £15,347,873 over the initial term. … In order to manage the funding available the council will work with the provider to implement any changes to services provided and where necessary any exit plans. The service provider will be required to work flexibly with the council make changes to the way services are delivered to improve the service and respond to funding variations. Changes that could be required may include but are not limited to; • Staffing structures and levels to reflect the demand for services • Flexibility with regard to service provision to reflect changes in funding availability for example as a result of grant allocation • The data reported to the council to understand and measure the service It is likely that during the lifetime of the contract other grant opportunities will become available relating to the provision of substance misuse services. Providers will work constructively and in partnership with commissioners and any other relevant partners to develop bids for these grants. Should such grants become available, it is expected that providers will make applications for these.

The council is seeking to award one contract under this lot; • Contract/ lot 2: Substance misuse independent peer-led service (element 3) Through separating the substance misuse independent peer-led service we aim to establish a truly independent service which empowers service users and increases service user involvement. Element 3: Independent Peer-led Support Service This contract shall deliver the following elements of service provision: • Service user involvement (informing and co-producing with the council and other stakeholders) • Peer-led advocacy in substance misuse services and other settings where our client group may need support • One to one peer support / mentoring • Recovery focused groups • Peer training on advocacy and mentoring This service will provide people access to support from others with a lived experience of substance misuse and treatment services. It will provide people in recovery with an opportunity to volunteer, receive training and education in a supportive environment, with peers. There is access to one property for the delivery of this service at no cost however bidders are able to source their own accommodation and submit an alternative proposal on a variant bid basis. The council is targeting to have awarded the contract on 1 February 2022 to allow for service commencement on 1 June 2022.
