The Department for Education previously issued a Prior Information Notice (PIN) informing the market of its intention to carry out a procurement exercise to provide Skills Bootcamps to increase the delivery of HGV driver training and licences to create a pipeline of 'road-ready' individuals to fill vacancies in the road haulage industry. The purpose of this Notice is to inform the market of the Department for Education's intention to commence a call for competition and invite bid submissions through Invitation to Tender, from suitably qualified and experienced HGV Training Providers; awarding contractual agreements to one or more Economic Operators to facilitate HGV driver coverage. The awarded Economic Operators will work closely with the Department to provide Skills Bootcamps to increase the delivery of HGV driver training and licences to create a pipeline of 'road-ready' individuals to fill vacancies in the road haulage industry.

3. Skills Bootcamps aim to secure benefits for adults aged 19+ by giving them access to in-demand skills training and a guaranteed interview with a local employer. The aim is to enable the learner to secure a more sustainable job and higher wages over time. Employers benefit from filling skills shortage vacancies and so becoming more productive, more quickly. Learning and evaluation from these initiatives will inform the development of the National Skills Fund (please click link).https://www.gov.uk/guidance/national-skills-fund 4. The Department for Education is seeking to increase the number of 'road ready' individuals to move into HGV driver positions. As a supplier you will engage with employers in the industry to secure interviews for your graduates and support them to perform well (or your own organisation in the case of employers training their own employees or training potential new recruits). Please see attached document containing all supporting information 5. Suppliers must deliver the full process from recruitment of learners, through to the offer a job interview, and including, the entire training and licensing process required to become an HGV Driver. a. HGV Bootcamps encompasses new drivers through to return to wheels or further development of existing drivers providing training for up to 5000 participants; b. Contracts will be for delivery of Services relating to Skills Bootcamps in HGV Driving from December 2021 to 31 March 2022 for pathways D to I and 30th November 2022 for pathways A to C. c. Contracts will include potential for extension beyond the initial contract period for a further 12 months, subject to the Department's financial settlement at the Spending Review, Supplier performance, future policy development and vacancy and training demand. Any contract extension is at the sole discretion of the Authority. d. Variant bids should not be made and will not be accepted. 6.
