Torbay Council has been granted funding from the New Stations Fund, supported by the Department for Transport, to bring forward a new railway station on the edge of Torquay. The brand-new station, known as Edginswell, will be located on the Exeter to Paignton ‘Riviera Line’ between Newton Abbot and Torre stations. This direct award concerns project management, goods and services required in relation to the integration of the completed station into the railway network.

Total Quantity or Scope

To move forward with the project, Torbay Council are required to directly engage with First Greater Western Railway (GWR) through a cooperation agreement for initial pre-construction project management, with further project management being provided throughout the construction phase. GWR will also provide goods and services in relation to the integration of the completed station into the railway network.

Legal Justification

First Greater Western Railway (GWR) are the local rail network operator and hence have exclusive rights to develop and implement the best possible operational configuration for a new station on the local rail network. If any potential third parties could be appointed to provide the project management, goods and services required, they would be subject to GWR's approval standards, policies and processes, which would add unnecessary costs and additional time to the project due to the additional approvals required and any subsequent amendments demanded. Torbay Council is therefore proposing to contract directly with GWR through a cooperation agreement for the requirements.
