Description

Expressions of Interest Pensions Specialist Lawyer for Re-drafting of Secondary Legislation The Isle of Man Government invites expressions of interest from appropriately qualified pensions specialist lawyers to provide services to re-draft two sets of secondary legislation for the provision of public sector pension benefits for the Teachers Superannuation Order 2010 and to amalgamate and re-draft the Police Pension Regulations 1991 and Police Pension Regulations 2010 for the Public Services Pension Authority. The Pension provision for Police and Teachers on the Isle of Man has historically been based upon the public sector pension provisions in place in the United Kingdom in terms of retirement ages, benefits and contributions. At the time the Schemes were introduced, the Managing Departments had chosen to broadly mirror the equivalent UK schemes via legislation drafted and applied in the Isle of Man. Consequently, the Police and Teachers Schemes are currently being administered from the respective English version of the legislation and all have been adapted and amended from time to time to tie in with the Island's circumstances in relation to the employment of Police and Teachers. The Public Sector Pensions Authority therefore wishes to appoint an organisation with a proven track record in providing specialist pensions legislative drafting services with the aim of reviewing the current arrangements in place, and to subsequently draft: (i).Updated consolidated versions each of the following pension schemes (the Schemes): - Teachers' Superannuation Order 2011; - Police Pension Regulations 1991; and - Police Pension Regulations 2010 (ii). draft supporting administration guides to all three schemes.
