Supply of Catering Services to the Metropolitan Police

The Supplier is to operate a catering service which provides a choice of hot and cold meals, snacks, fresh fruit and hot and cold beverages however delivered (assisted, automated, delivered or other). The provision of the food and drink offer must be fully compliant with all relevant food safety and hygiene regulations, whilst meeting the varied dietary requirements of the customers. The Authority/MPS is seeking creative ways to deliver catering services in the future to include innovative food solutions in direct comparison with the high street café trends, standards and quality i.e. looking at smaller more artisanal offers for the staff restaurants. We have introduced a concept called Operators Choice which bidders are to carefully consider which provides a differentiated service to customers. Blended working might mean that there are fewer people in MPS buildings, creating an ongoing commercial challenge to the viability of the current model. Catering services will be required across 4 core sites as well as automated retailing solution (such as vending & micro-marts) across the rest. There are 89 sites which currently have a vending service which are included within the scope of services. Hospitality is also required at the 4 locations above and also delivered to other sites across the MPS. The approximate anticipated annual turnover is £3m (excluding VAT). The Supplier is to operate a catering and logistics service to meet the requirement of these two distinct Services. This will include the provision of hot and cold meals, snacks, hot and cold beverages however delivered for Operational Feeding. Operational Feeding will be designed to be flexible to support the delivery of meals and snacks to officers, as close to them in the field as possible. The Supplier will also provide a full logistics service with technical and quality support to meet the food and drink requirements for those detained in the MPS custody suites in line with the requirements of PACE and the strict health and safety requirements. The provision of the food and drink offer must be fully compliant with all relevant food safety and hygiene regulations, whilst meeting the varied dietary requirements of the customers. The Authority/MPS is seeking creative ways to deliver these Services in the future to include: • innovative food solutions, • an element of choice • meeting the broad dietary requirements • reflective of current eating trends, standards and quality.
