Description

ECMWF, as the Entrusted Entity for the Copernicus Climate Change Service (C3S), invites tenders for the production of pan-Arctic regional reanalysis. This new regional reanalysis for the entire Arctic region using a single Arctic domain would supersede the European Arctic regional reanalysis products developed in the previous phase of Copernicus.

Total Quantity or Scope

ECMWF intends to award a single Framework Agreement for a period of 48 months, implemented via Service Contracts, for services focused on the creation of a new generation of Arctic regional reanalysis. The Invitation to Tender (ITT) is for a contract to generate and deliver regional reanalysis products for the entire Arctic region using one single domain (pan-Arctic). The scope of activities of the contract includes: • development of a production system for regional reanalysis; • preparation and quality control of observations and other input data; • reanalysis production, post-processing and quality assurance; • public publication of datasets in the C3S Climate Data Store (CDS) which includes provision of adequate documentation; • user guidance and user support via the C3S Service Desk; • management, implementation and coordination. Note: The amount indicated in sections II.1.5 and II.2.6 includes an allocation of 900,000 Euro for computing costs related to the effective production of regional reanalysis of the contract. Depending on the solution proposed by the successful Tenderer, this allocation will be paid to the Contractor as part of the contract, if the production will be performed using Contractor's computing resources. However, if the production will be done at ECMWF's high performance computing facility, then this allocation will be used by ECMWF to cover this high performance computing service. Note that all amounts specified in this document are maximum budgeted figures, all costs proposed by Tenderers may be subject to further scrutiny and discussions during negotiations with the preferred bidder.

Procedure to be applied: The procurement for the contract will be conducted in accordance with ECMWF's procedures as set out in Invitation to Tender documents, which will be available on ECMWF's eProcurement Portal (http://procurement.ecmwf.int/) and no other procedures will apply. In submitting this notice ECMWF does not waive the privileges and immunities granted to it by virtue of its status as an intergovernmental organisation or submit itself to any jurisdiction. Tenders must be submitted using ECMWF's eProcurement Portal. Hard copy (paper) submissions will not be accepted. Due to the need to include performance and compliance obligations in the contract, ECMWF will contract only with a single legal person or entity which is competent to undertake and commit to these obligations. ECMWF recognises that some bids will involve a number of organisations which may wish to work together to deliver the contract requirements. In such cases, these organisations must identify a lead contractor who will sign the contract with ECMWF and who will be responsible for putting in place legal arrangements to ensure that it can guarantee that all other organisations will also meet the contract obligations. ECMWF will not enter into multiple contracts with individual members of consortia or groups of service providers. General eligibility: Refer to Section 3.2.1 of Volume I of the ITT documents. Eligibility of United Kingdom (UK) and Swiss (CH) entities: Refer to Section 3.2.2 of Volume I of the ITT documents. Please note that Copernicus operations will eventually be fully managed by ECMWF from Bonn, Germany. Consequently, ECMWF may introduce a version of the Framework Agreement consonant with German law. All key obligations of providers under the Framework Agreement will remain unaffected.
