Description

The delivery of a four-year framework of ‘preferred providers’ to deliver floating support only, or accommodation and floating support, for looked after children aged 17 and above. In some cases, it may be suitable for 16-year old's to be placed depending on social care assessment. MCC is hoping to achieve effective partnership working through this new framework, ensuring services are developed that meet the needs of young people, and supporting them on their pathway to independence. MCC is looking to work with up to a maximum of five ‘preferred providers’ who can demonstrate that they have the experience and expertise to meet the needs of our young people in care. Providers will be asked to provide outcome based floating support to young people residing in social housing properties and other accommodations, to assist them take over the tenancy at 18. Additionally, some providers will be expected to provide the accommodation, as well as floating support, with rent being within the applicable Local Housing Allowance rate, so the young person can also take the tenancy at 18.

Total Quantity or Scope

The Council is using the e-business portal known as the Chest. Applicants will need to register their details at the following link www.the-chest.org.uk. Applicants will need to electronically submit their completed tender documents, including online questionnaire, via the on-line portal by 11am on Monday 02 August 2021 as referred to in IV.2.2. The Authority is conducting this procurement under Article 77 of the Public Contract Directive as it wishes to ensure that this procurement opportunity is open to those organisations which qualify, namely organisations which fulfils all of the following conditions: (a) its objective is the pursuit of a public service mission linked to the delivery of services covered by CPV codes 85000000-9 (Health and Social Work Services); (b) profits are reinvested with a view to achieving the organisation’s objective, and any distribution of profits is based on participatory considerations. (c) the structures of management or ownership of the organisation are (or will be, if and when it performs the contract) (i) based on employee ownership or participatory principles, or (ii) require the active participation of employees, users or stakeholders; and (d) the organisation has not been awarded, pursuant to this regulation, a contract for the services concerned by the contracting authority concerned within the past 3 years. as the City Council recognises and appreciates the very important role they play in the local economy. Tenders from these organisations are particularly welcomed. The result of this tender may not be exclusive to one supplier and Manchester City Council reserves the right to place orders with up to and no more than five approved successful tenderers for the above said items or work required. This constitutes a Framework Agreement. The Council cannot guarantee to call off any specific quantities/work during the Framework period. In consideration of the agreements on the part of the Council herein contained the successful framework holders agree that they will not during the Framework period withdraw their offers contained in their tender. The Council reserves the right to clarify with tenderers once tender responses have been assessed. In the event of such clarifications taking place the unsuccessful tenderers will be informed accordingly. Tenders that have not been submitted in accordance with the instructions or are found to be incomplete may be disqualified from the process and will not be considered any further. The Council reserves the right not to award a framework or contract against the framework as a result of the procurement process and will not be liable for any costs incurred by candidates. Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the documentation relating to this opportunity. Applicants will need to electronically submit their completed tender documents, including online questionnaire, via the on-line portal by 11am on Monday 02 August 2021 as referred to in IV.2.2. Any clarification queries must also be submitted via the Chest website by the date referred to in the tender documentation. The contracts will be for 4 years, expected to commence 01 November 2021 with no option to extend. The successful supplier will be required to actively participate in the economic and social regeneration of the locality of, and surroundings of, the place of delivery of the contract. Therefore, selection and award criteria, specification requirements and contract performance conditions may relate in particular to social and environmental considerations as relevant to the subject matter of this project. The Council reserves the right not to award the framework, as a result of this Contract Notice. The Council shall not be liable for any costs or expenses incurred by any organisation in responding to this notice or in tendering for the proposed framework. All submissions must be in English, with any clarifications or discussions conducted in English. Tenders and supporting documents must be priced in pounds sterling and all payments under the proposed contract will be made in pounds sterling.
