Description

• The supplier is a NHS Tertiary level cancer centre, with no on-site A&E department. The Trust provides a whole range of cancer therapies for a broad range of oncological disease both solid tumour and Haematology. Due to the patient's disease or treatment (e.g. tracheostomy, radiotherapy, myelosuppressive chemotherapy), there is need for some degree of rapid discharge ambulance transport resource on site made available to support our patients who are in their last days or hours of life or those with a complex discharge need in place following high level of coordination with medical and nursing teams, intermediate services & health and social care providers who need to be at their place of discharge for a preferred time. • Patients who are on the pathway for care in the last days or hours of life, or complex care plans in place ready for discharge should have access to appropriate intermediate non-emergency ambulance transport with a specifically trained crew to transfer them safely in a timely manner to their home or place of the preferred healthcare/community setting in a timely and compassionate way. The majority of these transfers can be local with the Manchester area, or further afield (generally within England/Wales) • There is also a need for patients to be transferred to other sites within the Region for urgent and planned specialist treatment/assessment that is not provided at The Christie site. Due to increasing pressures on the North West Ambulance service, we are experiencing longer waiting times for such transfers, which has an impact on our patients, as well as on staffing resources,

Total Quantity or Scope

• To provide an onsite rapid discharge transport service to oncology patients who are in their last days or hours of life or those with complex care discharge needs. There may be a requirement for oxygen and suction. • Operational hours of Monday to Friday between the hours of 10:00 – 20:00hrs, 52 weeks of the year, with a view to increasing to 7 day working if required • To provide an onsite inter hospital transfer between The Christie and other NHS hospital sites and in some cases patients with metastatic spinal cord compression (MSCC) • To provide an adhoc patient transport service for non-emergency patient transport if the commissioned service is unable to be provide on the day or pressures across the health system due to capacity and demand, major incident or COVID-19 pandemic. • To provide The Christie with access to a 24hour telephone control operated centre for making bookings, planning, scheduling of journeys • The chosen provider must be registered as an independent ambulance service in England (as it is classed as a regulated activity) with the Care Quality Commission (CQC). As such, the chosen provider will be compliant with the required standards, particularly around Governance and Infection Prevention and Control. • To work with a provider whose workforce is appropriately DBS checked and satisfy NHS recruitment standards • The provider should encompass a wide range of vehicle types and levels of care consistent with the patients’ medical needs.
