Description

This is an exciting opportunity to entirely redesign the councils ‘customer experience’ in an established city centre location offering a quality ‘one stop’ shop for customers. The new digital community learning hub will be a space where customers and visitors can experience a wide-ranging offer including: • A library service fit for the 21st Century • A modern learning environment where people can experience educational classes, educational drop-ins, pop up learning experiences and get the support they need to support them in every aspect of their life and in their work • A hub for Cultural activities • A place of historic learning – home to an established and popular local studies collection • A place for ‘immersive’ experiences and events – such as ‘dark skies nights’, storytelling experiences • A safe, inclusive and welcoming place to go for all – regardless of ethnicity, age, ability, gender, religion and diversity The existing space is used by the Carlisle Library – the largest library in Cumbria – located in The Lanes Shopping Centre. The space is significant in size at 2,500 m2 and the library is the busiest in the county in terms of footfall. Cumbria is currently undergoing a local government reorganisation and Government has announced that Cumbria County Council is to be replaced by two unitary authorities with effect form 01 April 2023. Cumbria County Council shall be entitled to novate the Contract to any successor council as defined in The Local Government (Structural Changes) (Transfer of Functions, Property, Rights and Liabilities) Regulations 2008

Total Quantity or Scope

The Council is seeking to appoint a suitably qualified Architect / Interior Designer to design and manage the transformation of Carlisle Library into a Digital Community Hub. The proposed building works may include the stripping out of the existing partitions, fixtures and fittings, mechanical and electrical plant, etc., installation of new partitions, mechanical and electrical plant, ICT infrastructure and redecoration throughout to transform the building into a Digital Community Hub. The works must be constructed to ensure compliance with the latest version of the Building Regulations, together with all necessary planning permissions. The successful consultant is expected to provide a multi-disciplinary team to deliver a full design service, as the RIBA Plan of Work, undertaking all RIBA stages 0 to 7, as attached appendix. This will include: • Architectural, Mechanical & Electrical Engineering, Structural Engineering and Quantity Surveying Services. • Cost control and management of the works either as contract administrator or NEC Project Manager. • Principal Designer as defined by the CDM regulations 2015. • All other associated services necessary for the specification of works, submission of applications and obtaining approvals for statutory requirements, service disconnections. • A Clerk of Works / NEC Supervisor will be employed over and above this agreement.
