Description

North East London CCG are seeking to commission a community based service providing high quality specialised lymphoedema and complex wound management. There is also additional elements of dressing optimisation and lymphoedema hosiery management and supply to patients, primary and community health and social care providers. The service will be innovative, accessible, integrate and align with providers within the health and social care economy. The provider will be required to deliver a specialist clinician led service that provides lymphoedema and complex wound care to patents across North East London within the boroughs of Barking & Dagenham, City and Hackney, Havering, Newham, Redbridge, Tower Hamlets and Waltham Forest. The service will need to provide services within the boroughs at suitable locations. The aim will be to: • Deliver a lymphoedema service and additional complex wound care that provides innovative and effective care at the point of need, thereby reducing the chronicity associated with unmanaged lymphoedema or non-healing wounds. • Ensure patients are seen and treated in the right place at the right time and by the most appropriate person/service. • Ensure patients have equal access to consistent levels of service regardless of where they live and their gender, age, ethnicity, disability, sexual orientation, religion or beliefs. • Reduce the number of inappropriate attendances at emergency and urgent care and increase the management of patients locally. • Develop common pathways of care ensuring there is no unnecessary duplication and promote the coordination of services. • The service will promote equitable provision and access to excellent wound care and chronic oedema management for patients and contribute to a better patient experience and quality of life. • The service will deliver training to local services across NEL of healthcare professionals improving the standards of care provided for lymphoedema and wound care.

Total Quantity or Scope

North East London CCG seeks to understand if there is a market for complex Lymphoedema services and is seeking expressions of interest from organisations capable of providing the stated services at across North East London. Contract commencement is expected for June 2022, the contract duration will be for 3 years with an option to extend it for 24 months. The stated contract value is for the life of the contract (3+2). Additional 24 months extension available Subject to the passing of the Health and Care Bill, North East London CCG will be abolished and replaced by North East London Integrated Care Boards (ICB). Any reference to the CCG as the Contracting Authorities in this procurement should be interpreted as referring to the ICB that will take its place in due course. Please note that the contract(s) will be awarded without further publication of a contract notice. Interested organisations must express their interest as instructed in this PIN notice if they wish to take part in this procurement process. The provider will also provide integrated connected services of: Dressing Optimisation Scheme - to improve the usage of appropriate dressings and bandages across the local economy, whilst reducing the patient and NHS costs associated with wound infection and cellulitis. Compression Garment Scheme (Hosiery) provide a central store and manage the supply and fitting to appropriate patients on the lymphoedema caseload. The provider must be able to be community based within North East London and offer appropriate locations to provide clinics for complex wound care and a home visit service for the lymphoedema caseload. The provider must have the management and clinical experience to provide all the elements of the service and a track record of integrating pathways and services with local acute and community providers. Quality - the provider will be expected to provide care in accordance with national clinical guidelines (NICE etc) and achieve improved outcomes for patients. Forecast annual activity and finance: Lymphoedema and complex wound care are forecast at approx. 10,000 appointments per annum and a valued of £1.6 million. DOS management value is £240k per annum ex-VAT. Compression Garment Management is currently £25k per annum ex VAT. The service is being commissioned for NEL CCG however, it should be noted that the service covers 7 boroughs and excludes some service elements in some boroughs. Currently the provision for these connected services are only required as follows: • Dressing Optimisation - all boroughs except Waltham Forrest • Compression Garments - City and Hackney only at present The NEL service is therefore not standardised across the whole of NEL footprint.
