"The Environment Agency is anticipating a need to regulate novel processes associated with decarbonisation and establishing industrial clusters in England. In preparation for this we want to review and improve our position on controlling and minimising the impacts of abstracting and discharging water used for large scale cooling. This will assist industrial operators to select the optimal solution for their cooling water requirements while demonstrating that the environmental impacts have been minimised to support permit and planning applications. In 2010 the Environment Agency commissioned "Cooling Water Options for the New Generation of Nuclear Power Stations in the UK" ("2010 Guidance"), an evidence report to provide an overview of power station cooling water systems in use in the UK and abroad: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attac... The focus of this work is on reviewing the 2010 Guidance to identify current best practise and extend the scope to include thermal impacts of discharges from large turbines and other sources in both nuclear and non-nuclear industries. "
