Description
Delivery of educational services to keys stage 3 and key 4 under social impact bond contract awarded in 2018 to the Innovation Unit and Big Issue Invest resulting in an SPV BPI Ltd being established, with Big Picture learning the appointed sub-contractor. Since the award of the contract the Council has made a number of variations to the contract and intends to make further modifications following approval of the Councils Cabinet and the agreement of the Life Chances Fund.

Since the award of the contract, the Council has made a number of variations to the contract and intends to make further modifications following approval of the Councils Cabinet and Life Chances Fund. These variations include • A further updated set of outcomes since the last contract award notice to the demands of the new service and this will be included in a contract variation; • Further changes to the financial model to support this change, including up rated score card. • Overall the total number of students accessing provision will remain largely unchanged at 541 (571 in previous financial model) however less students are anticipated to flow through the KS4 longer-term provision. (466 KS3 and 75 KS4) • The addition of a more flexible approach to student cohort will enable the KS3 provision to be extended to Years 6,10 and 11 if this is appropriate for individual children and young people who are transitioning (year 6-7) or who are not ready for the KS4 work based learning model (years 10/11). Years 7,8 and 9 will remain the key focus of the Big Picture Doncaster (KS3) provision and any extension outside of this will need to be agreed with the Council through the referral process The above changes will be reflected in a contract variation which will be enacted after the cabinet decision described below. An agreement has been made with Opportunities Doncaster and the Chamber of Commerce to support the delivery of work experience and work place mentoring for all students accessing the key stage 4 provision.
