Description
extension of FCDO Services’ existing Global Logistics Agreement (GLA) with Hellmann Worldwide Logistics Ltd. The GLA is being extended by one year under regulation 16(1)(d)(i) of The Defence and Security Public Contracts Regulations and following VEAT publication Ref 448076-2020
Total Quantity or Scope
Delivery of the Diplomatic Bag to 236 Posts in 179 Countries and Islands worldwide. Deliveries are either via our Accompanied or Unaccompanied service. FCDO Services organise, pack and manage the Diplomatic Bag service on behalf of the Foreign Commonwealth and Development Office (FCDO) as well as other UK Government departments and agencies. This contract suppoprts the service through a variety of transport mediums, via a multi modal approach providing enhanced and secure movements of mail and material around the globe. The contract requires the supplier to provide: • a fully integrated service; • door to door, port to port and for a small number of Posts door to airport services that has ease of use and clarity in communication • UK to Post, Post to UK and occasionally Post to Post services • simplified documentation management; • unaccompanied and commercial shipments;

Legal Justification
FCDO Services had planned to launch a procurement process in 2020 for a new logistics contract commencing in July 2021. However, due to the impact of the Covid-19 pandemic, it was necessary to extend the existing GLA. The pandemic led to: (a) volatility in the air-cargo market ; (b) a need for FCDO Services to reconsider the contract requirements in the medium to long term given the climate; and (c) FCDO Services needing to divert personnel away from the procurement process to restart and recover its logistics operations. This meant FCDO Services was not in a position to confirm its service requirements for a new contract. The new procurement commenced in Sept 2021 (FTS ref 2021/S 000-024163) to replace this agreement
