NHS Blackpool CCG wish to commission a pilot for a Specialised Parent Infant Relationship Team to support families who are finding it difficult to develop a positive relationship with their unborn baby, their baby or young child.
Total Quantity or Scope
NHS Blackpool CCG wishes to commission a pilot for a Specialised Parent Infant Relationship Team to support families who are finding it difficult to develop a positive relationship with their unborn baby, their baby or young child. The pilot will run for two years during which time there will be a focus on the feasibility and acceptability of the service with beneficiaries and referrers/professionals. The aim of the Parent Infant Relationship Team is to improve the quality of parent-infant interactions. The focus of support required will be the parent-infant relationship. It will be an early intervention service that works to support families who are finding it difficult to develop a positive relationship with their unborn baby, their baby or young child. The service will improve the outcomes of the infants and young children by: - • promoting good parent infant relationships and early child development • providing early comprehensive assessment to families • providing evidence informed integrated service • advancing the understanding of parent mental health and parent-infant relationship and • to have a clear understanding of what is available and develop effective pathways • providing training and consultancy to frontline practitioners to enhance recognition and appropriate signposting dyads with relationship difficulties in the early years • working with CAMHS as part of a hybrid model to ensure children aged 2-5 and their families can access support where there are difficulties in the nurturing relationship. Legal Justification
Blackpool Teaching Hospitals NHS Foundation Trust (BTH) currently provides CAMHS, maternity services, health visiting service (Blackpool only), and has perinatal mental health workers within the Primary and Intermediate Mental Health Team. BTH hosts a perinatal MDT where cases are brought for discussion. They have also recently become the provider of Maternal Mental Health Services (MMHS) across Lancashire and South Cumbria (L&SC). The Parent Infant Relationship Service Steering Group are in agreement that the service would be best placed as a hybrid model between CAMHS and the Families Division. This would allow the service to meet the current gap in clinical interventions for the 0-5 element of CAMHS with appropriate referrals identified via maternity, health visiting services and the existing perinatal MDT. The steering group also recommended that the team would sit within an existing organisational structure that provides managerial and clinical supervision with access to community venues to allow parents to benefit from the support of a variety of community assets.

Following publication of the VEAT notice on 8 December 2021, there will be a 10-day standstill period, concluding on 20 December 2021. Following satisfactory conclusion of the standstill period, the CCGs will enter into a contract with Blackpool Teaching Hospitals NHS Foundation Trust for the 2 year pilot.
