Description
The London Lorry Control Scheme restricts movement of Heavy Goods Vehicles (HGVs) in London at nighttime and weekends. The scheme consists of Lot 1: enforcement; and Lot 2: administration services. Enforcement will involve the provision of staff, vehicles, equipment infrastructure and resources as appropriate to enable the observation of contraventions and issue of penalty charge notices (PCNs) and enquiry letters. The administration of the scheme will involve receiving and processing correspondence, issuing permissions, processing payments, managing casework and other administration necessary to support the enforcement of the scheme. Bids will be considered for Lot 1 Enforcement, and for both Lot 1 Enforcement and Lot 2 Administration combined. Bids for Lot 2 only will not be acceptable, nor will we let Lot 2 to a different tenderer.

Legal Justification
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:The scheme is undergoing a major review, which is likely to significantly change the way in which it is enforced. This will make the current means of enforcement redundant. The current enforcement relies on human resources. Future enforcement will use technology. It would be an inefficient use of public resources to re-procure the existing service and then to procure something radically different within a relatively short timescale. It would also cause significant inconvenience to the authority (London Councils) to do so. In addition were the existing service to be re-procured, any incoming supplier would face significant TUPE costs in transferring staff, some of whom have protected terms and conditions. This would be an inefficient use of resource. The extended term will allow the authority to best use its resources on procuring a revised service and obviate
