Description

As part of its commitment to become carbon neutral by 2030, Kingston upon Hull City Council ("the Council") is keen to promote the use of renewable energy and low carbon technologies within the city. The installation of generation assets and energy storage will contribute to the city's decarbonisation agenda and will increase renewable energy generation, decrease reliance on power from centralised production, increase local energy security and resilience and potentially provide the Council, with a long-term low carbon revenue source. This project will form part of a wider scheme of energy decarbonisation within the City and is a key element of the City Plan , and 2030 Carbon Neutral Strategy The Council intends to appoint consultants to undertake Initial Site Assessments and Detailed Feasibility for the installation of large-scale ground mounted solar PV systems with complementary energy storage solutions. The Council has identified two potential sites and wants to understand the cost, benefit, generation scale and carbon reduction for each of the identified sites. The appointed Contractor will be required to focus on these two locations and produce an initial site assessment and feasibility for each site. Assessment options should also include consideration of installing energy storage equipment, private wire connections and/or direct export to the national grid and grid balancing services. As part of the work, the appointed Contractor will undertake a risk assessment of the success (deliverability, income generation, carbon savings) of each solar site which will also include preliminary discussion with the relevant planning authorities. A detailed cost appraisal and budget estimate for each option will also need to be produced, including assumptions on project payback period(s). It is expected that this work will produce the necessary information required to enable the Council to make an informed decision as to whether to progress any of these sites.
