Legal Justification
The UK Ministry of Defence intends to award a two year contract to Wayland Additive Limited for £3,000,000.00 without prior publication of a contract notice for the provision of a Neubeam System (calibur3) metal additive manufacture machine. It is considered justified for technical reasons under regulation Article 32(2)b(ii) of the Public Contracts Regulations 2015. Additive manufacture (as opposed to traditional subtractive methodologies like milling) is a foundational general purpose technology. R&D with this technology would allow us to 10x improve the quality, speed and cost of low volume high value part manufacture within the RAF and secure endorsement for this technology across the Defence user base. Wayland Additive is the only supplier on the market to provide a metal additive manufacturing process using Neubeam technology which neutralises the electron beam power bed fusion process.
