Description

This tender process is being led by Stockton on Tees Borough Council on behalf of Stockton on Tees Borough Council and Middlesbrough Council. The residents of Stockton on Tees and Middlesbrough Borough Councils currently use a Household Waste Recycling Facility (HWRC) located within the borough of Stockton on Tees as shown in the Site Location Map. This HWRC is not owned by the Councils and the current contract is due to expire 31st August 2023. A new contract will therefore need to be in place for a Services Commencement Date of 1st September 2023. The Contract is for the Design, Build, Management & Operation of a Household Waste Recycling Facility for the Residents of the two boroughs and the successful contractor will therefore need to provide the site, design and build the facility in readiness for the services commencement date. Timescales for this contract have been aligned to allow tenderers who do not have an existing waste facility located within the agreed site location boundary, sufficient time to design and build one or to develop an existing site to meet the requirements of the specification. The facility will allow residents of the two boroughs to dispose of additional household waste which is not ordinarily collected by the respective councils. This includes items such as wood, hardcore & rubble, cardboard, glass, garden waste, scrap metal etc. The site needs to be capable of accepting between 25-30 thousand tonnes of material per annum. The facility needs to achieve high rates of recycling and will aim to minimise waste sent for energy recovery and landfill wherever possible. The site also needs to place a key emphasis on high levels of customer service and ensure an efficient experience for residents on site. Any potential facility provided by the Contractor, be that an existing facility or a new one, must meet the Council's criteria of being in a non-residential area and near major road networks to be accessible to residents of the two boroughs, as detailed in the Site Location Map.
